On October 29, the Association of Chartered Certified Accountants (ACCA) coordinated with the Department of Vocational Education and Continuing Education (Ministry of Education and Training) to organize a conference to review the implementation period of the Memorandum of Understanding on cooperation in the field of vocational education in the accounting - finance sector.
The event marked a new step forward in the cooperative relationship between the two sides, expanding from the platform of successful cooperation with the ACCA university sector to the vocational college sector.
Speaking at the Conference, Mr. Pham Vu Quoc Binh - Deputy Director of the Department of Vocational Education and Continuing Education (Ministry of Education and Training) - said that in the context of economic transformation, integration and with the policy of rapid and sustainable development, Vietnam sets a double-digit growth target in the coming time.
"This requires our human resources to change in both quality and quantity. Resolutions on vocational education all emphasize: vocational education is the key in developing highly skilled and basic human resources. This is also the consistent viewpoint of Resolution 71 recently issued by the Politburo - Mr. Pham Vu Quoc Binh emphasized.

According to Mr. Pham Vu Quoc Binh, in an integrated economy, we cannot train only for the domestic labor market, but must aim for the international labor market. Human resource competition and economic competition depend largely on the level of integration of the national labor strategy. Therefore, the requirement to comply with international standards becomes a specific action in current human resource development.
Mr. Pham Vu Quoc Binh said that in the new context, the accounting - finance industry is not only a tool to reflect the economy, but also a foundation for transparent governance and sustainable development of enterprises, a bridge for Vietnamese enterprises to integrate internationally. New technology, especially artificial intelligence, is strongly affecting accounting. International financial reporting standards are also developing rapidly.
"Those are factors that we clearly recognize and coordinate with ACCA to integrate into the training program in the field of vocational education, first of all at the college and intermediate level" - Mr. Binh said.
One of the highlights of the conference was the official transfer of the Vietnamese version of the Financial Accounting Institute (FIA) program by ACCA, helping students overcome language barriers and access international programs effectively.
Speaking at the event, Mr. pulkit Abrol - ACCA Director for Asia - Pacific - emphasized: At ACCA, the goal of community interest with inclusion is always the core value in all activities. We do not place any barriers - everyone has the opportunity to access and develop with the ACCA curriculum".

This inclusive spirit is a guideline in all activities of the association, especially in the effort to support the international development of vocational education in Vietnam. Translating all seven subjects of the Foundation in Accountancy (FIA) program into Vietnamese is a strategic step to help vocational colleges integrate global standards into their training programs quickly and effectively.
Mr. pulkit Abrol also appreciated the leading role of the Department of Vocational Education and Continuing Education in encouraging and supporting vocational training institutions to implement foundational accounting programs in the ACCA certificate.
In more than 20 years of presence in Vietnam, ACCA has cooperated with nearly 50 prestigious universities, integrating international standard training programs into teaching, supporting lecturers, students and connecting businesses. From 2023, ACCA will continue to expand cooperation to the college sector through a Memorandum of Understanding with the Department of Vocational Education and Continuing Education on encouragement. After 2 and a half years of implementation, the diploma program in Accounting and Business (RQF Level 4) of ACCA has been integrated into the vocational college program (VQF Level 5) in Vietnam.
