At the 2025 Higher Education Conference, the Ministry of Education and Training issued survey forms to collect opinions from schools on whether to continue to review transcripts and limit the number of registration wishes of candidates, instead of allowing them to be unlimited as in previous years.
The Ministry's consultation is receiving a lot of debate in society.

As the valedictorian of Ho Chi Minh City Open University in 2025, Doan Hoai Khanh Ly, said that limiting the number of wishes or eliminating the form of considering academic records needs to be carefully considered to ensure fairness and create opportunities for candidates.
Khanh Ly said that in 2025, she registered 8 wishes. "My wishes are to set many schools in many majors because I want to have a reserve. If I book too high without passing the exam, I will have a chance at other schools," Khanh Ly shared.

Regarding the proposal to limit the number of wishes, according to Khanh Ly, this is both beneficial and harmful. "The advantage is that it helps candidates save costs and force them to consider their major carefully. But if the limit is too small, if I set a high wish and failed, I would regretfully lose the opportunity to go to university," Khanh Ly said.
From there, Khanh Ly believes that there should not be too strict limits, so candidates should be free to register or have at least 15-20 wishes.
Regarding the proposal to remove the consideration of academic records, Khanh Ly expressed: "If it is removed, it will be fairer because everyone has to try hard in the graduation exam. But it should still be maintained because considering academic records helps students have a clear career orientation early to relieve pressure. The Ministry may tighten regulations, enrollment quotas, ... for this method. This will help candidates who have poor exam results have more opportunities to enter university".
The female student added that no matter the reason, candidates need to orient their major early. "Setting many wishes is not wrong, but there should be a clear plan. The first wishes are passion, while the later wishes are backup options. This will avoid confusion and reduce the situation of "virtual" in enrollment," Ly said.
According to statistics from the Ministry of Education and Training, in 2025, more than 42% of candidates will use their academic records for university admission, exceeding the rate of using graduation exam scores by 39.1%.
In the wish registration, there are about 852,000 candidates registered for admission with 7.6 million wishes. The number of registrations with 5 wishes or less is nearly 40%, nearly 31% of registrations are over 5 to 10 wishes, the rest are over 10 wishes.
The Ministry is soliciting opinions on candidates who can register a maximum of 5 wishes, 10 wishes or have no limit on the number of wishes as at present.
