The Academy of Finance and the Institute of Economic and Financial Strategy and Policy, the Academy of Policy and Development, the State Budget Department, the Statistics Department, the Department of Private Enterprise and Collective Economy Development, and the School for Economic and Financial Cadre Training have signed a Memorandum of Understanding on cooperation, aiming to strengthen coordination in scientific research, training - fostering, data sharing and advising on economic - financial policy planning.

The signing ceremony took place in the context of the increasingly urgent requirement to innovate policy making and implementation, improve the quality of research, analysis, forecasting and human resource development of the Finance sector.
Through the memorandum of understanding, the parties agreed to build an inter-connected, long-term and substantive coordination mechanism, promoting the strengths, functions and tasks of each unit, contributing to improving the policy advisory efficiency of the Finance sector.
Regarding scientific research cooperation, the parties jointly contribute opinions to build strategic orientations for science, technology and innovation development of the industry and the nation, participate in policy advice for the Government and localities. Units coordinate to implement national, ministerial, and grassroots-level science and technology tasks; scientific programs and projects, and participate in Selection Councils, assign tasks, and accept science and technology projects according to the needs and capabilities of each party.
Information exchange, connection, and sharing activities between grassroots-level science and technology councils are strengthened, focusing on contents of mutual concern such as consulting on completing scientific research orientations for the Finance sector; sharing information to serve policy consultations, science and technology management, research, training and fostering.
In the field of training and fostering, based on actual needs and conditions, units consider receiving students from the Academy of Finance and the Academy of Policy and Development to study, research and intern at units suitable for the field of training.
Specialized units create conditions and introduce experts and managers with doctoral degrees for the Academy of Finance and the Academy of Policy and Development to consider signing contracts for associate professors and visiting lecturers, and at the same time appoint officials to participate in teaching, guiding research students, graduate students, bachelors, and participating in dissertation and project evaluation councils to convey practical experiences and update economic - financial and budget policies.
Conversely, the Academy of Finance and the Academy of Policy and Development create conditions for civil servants and public employees of units to participate in university and postgraduate training programs (masters, doctors) in the fields of economy, finance, public policy, investment, and sustainable development. The parties also coordinate to organize academic exchange activities and specialized scientific activities.
Another important cooperation content is research, forecasting analysis and building statistical databases to serve policy advice. According to the agreement, units share information, coordinate to build databases, and provide analysis - forecasting tools to serve policy planning advice, especially in the fields of macroeconomics, finance - budget.
In addition, the parties coordinate to build a network of information and databases on experts, scientists, collaborators and scientific and technological tasks, and cooperate in organizing forums, conferences, seminars, scientific talks at home and abroad, as well as compiling, issuing or submitting to competent authorities for promulgation textbooks, reference books, monographs and scientific publications.
