Ho Chi Minh City after the merger has become a megacity with a population of more than 14 million people. After the merger, the population picture of the city has very noteworthy highlights: the city is currently ranked in the group of 13 provinces and cities with low birth rates; in 2025, the average number of children per woman of reproductive age is 1.51 children, which tends to increase slightly compared to 2024 at 1.43 children, but is still the lowest compared to the whole country.
The city is in the "Golden Population Structure" period, with the proportion of the population of working age accounting for over 70%. However, along with this data, Ho Chi Minh City no longer maintains the image of a "Young City" but is currently facing challenges regarding the rapid aging rate of the population...
According to Mr. Pham Chanh Trung - Head of the Ho Chi Minh City Population Sub-Department, the current population characteristics will leave many impacts and challenges for the city's socio-economy in the future. Prolonged low birth rates will strongly impact the city's population structure. Therefore, the campaign is being implemented in 168 wards, communes, and special zones in the city from April 15, 2026 to May 30, 2026.
The activities of the campaign aim to help city residents access services that improve population quality, safety and efficiency.
Notably, according to Resolution 40 issued on December 11, 2024, women who have two children before the age of 35 in Ho Chi Minh City (before the merger), if they have a second child in the period from December 21, 2024 to August 31, 2025, will be supported with 3 million VND. This policy is only applied in Ho Chi Minh City before the merger, not applied to Binh Duong and Ba Ria - Vung Tau.
From September 1, 2025, the entire Ho Chi Minh City after the merger will apply a new support level of 5 million VND according to Resolution 32.
