The Government has just issued Decree 188/2025/ND-CP, detailing and guiding the implementation of a number of articles of the Law on Health Insurance.
Accordingly, from July 1, 2025, the State budget will support at least 50% of the health insurance contribution level for many groups of subjects, including students; village health workers; village midwives; forces participating in protecting security and order at the grassroots level; non-professional workers in villages and residential groups; artisans awarded titles by the State.
According to current regulations, the health insurance contribution rate is 4.5% of the basic salary. The current basic salary according to Decree 73/2024/ND-CP is 2,340,000 VND/month. Therefore, the health insurance contribution rate is equivalent to 105,300 VND.
Previously, students were supported by the State with 30% of the health insurance premium, so every month they had to pay 70% of health insurance, equivalent to 73,710 VND/month.
However, from July 1, according to Decree 188/2025/ND-CP, students are supported by the State with 50% of the social insurance contribution level, so they only need to pay a maximum of VND 52,650/month, down more than VND 21,000/month compared to before. If paid annually, the amount will decrease to more than 253,000 VND.
According to estimated data from the Social Insurance of Region XXVII, the Ho Chi Minh City area has about 2,808,180 students. Social insurance of the XXVII region states that when participating in health insurance, students register at the educational institution or school where they are studying.
Students are selected to pay periodic health insurance according to 03 methods: 3 months, 6 months, 12 months. The amount of health insurance participation of HSSV (after deducting the support from the State budget), specifically as follows: If students pay for 3 months at a time, the amount is 157,950 VND, if paying for 6 months at a time, the amount is 315,900 VND, if paying for 9 months at a time, the amount is 473,850 VND and if paying for 12 months at a time, the amount is: 631,800 VND.
Students participating in health insurance are allowed to register for initial medical examination and treatment at one of the health insurance examination and treatment facilities under the commune level and equivalent according to regulations, and are also allowed to choose and change the place of initial medical examination and treatment registration at the beginning of each quarter.
