From July 1, 2025, students nationwide will be supported with at least 50% of the health insurance (HI) contribution rate, instead of 30% as before. The new policy not only helps reduce the financial burden on families but also expands access to public health.
The Government has just issued Decree 188/2025, detailing and guiding the implementation of a number of articles of the Law on Health Insurance. Accordingly, from July 1, 2025, the state budget will support at least 50% of the health insurance contribution level for many groups of people, including students; village health workers; village midwives; forces participating in protecting security and order at the grassroots level; non-professional workers in villages and residential groups; artisans awarded titles by the State.
For students - a group of more than 20 million people nationwide - the monthly health insurance contribution is 105,300 VND (4.5% of the basic salary). Previously, students had to pay 70% of their own, equivalent to 73,710 VND/month. From July 1, only a maximum of VND 52,650/month is required, down more than VND 21,000 compared to before. If paid annually, the amount will decrease to more than 253,000 VND.
According to the Ministry of Health, raising this support level is expected to increase the budget by about VND3,700 billion per year for students alone.
In addition to students, the Decree stipulates support of at least 50% of the health insurance contribution level from July 1, 2025 for the following groups:
Village and hamlet health workers; village and hamlet midwives.
People participating in the security and order protection force at the grassroots level.
Part-time workers in villages and residential groups.
The person awarded the title of "People's Artisan" or "Excellent Artisan.
Other support levels:
100% of health insurance premiums for near-poor households living in poor communes.
70% of the payment level is for some near-poor households and ethnic minorities in areas that are not yet disadvantaged (support for 36 months from the date the commune is upgraded).
30% of the contribution rate for farmers, forestry workers, fishermen, and salt farmers with an average life rate; and some other cases such as mine victims.
