Ninh Binh strengthens inspection and handling of violations in extra teaching and learning

Mr. Dinh Van Kham - Deputy Director of the Department of Education and Training of Ninh Binh province said that the Provincial People's Committee has just issued Regulations on extra teaching and learning in the province.

Accordingly, in order to fulfill the responsibility of the Department of Education and Training as prescribed in Article 9 of Circular No. 29/2024/TT-BGDDT, the Department will preside over and coordinate with relevant agencies to advise and guide the implementation of regulations on extra teaching and learning for schools, related organizations and individuals under its management in the area.

At the same time, organize inspections and checks of extra teaching and learning activities in the area to manage and handle violations according to authority or request competent authorities to handle violations.

In addition, the Department will also coordinate with the Department of Finance and relevant agencies and units to study and advise competent authorities to arrange funding for organizing extra teaching and learning in schools according to the provisions of law.

"In addition to inspection and examination, we will also receive and process feedback and recommendations from individuals and organizations on issues related to extra teaching and learning in the province in accordance with regulations" - Mr. Kham said.

According to Mr. Kham, each additional class cannot exceed 40 students. At the same time, do not organize extra teaching and learning on holidays and Tet holidays during the year according to Government regulations. Do not organize extra classes or extra classes before 7am, from 11:30am to 1:30pm and after 9:30pm every day. Each extra class does not exceed 2 hours a day and students must have time to take a break in the middle of the class. At the same time, it is necessary to comply with the provisions of the law on working hours and overtime for employees.

The conditions for classrooms, desks, chairs, writing boards, lighting, drinking water, domestic water, and sanitation facilities must be ensured according to the provisions of Joint Circular No. 13/2016/TTLT-BYT-BGDDT dated May 12, 2016 of the Minister of Health and the Minister of Education and Training regulating school health work. Establishments organizing extra classes and extra learning must comply with legal regulations on security, order, environmental sanitation, safety, and fire prevention.

Extra-curricular and extra-curricular institutions must be subject to inspection and examination by State inspection agencies, education management agencies, and State management agencies according to the decentralization in implementing regulations on extra-curricular teaching and learning.

For the collection and management of tuition fees in schools, use the State budget and other legal funding sources according to the provisions of law. The fee for extra classes outside of school is agreed upon between parents and the extra-curricular institution.

The collection, management and use of tuition fees shall comply with the provisions of the law on finance, budget, assets, accounting, tax and other relevant regulations.

For extra teaching in schools, the expenditure subjects and expenditure levels must be approved by the school council, conference of civil servants and employees at the beginning of the school year and estimated and included in the internal spending regulations for the school year of the educational institution, ensuring publicity, transparency and compliance with regulations.
