With the goal of building a smart city, since 2017, the People's Committee of Da Nang City has developed a project to apply information technology and digital transformation in the local health sector until 2025, with a vision to 2030, to build a digital and transparent health sector with smart hospital applications and electronic medical records, contributing to improving the quality of medical examination and treatment for people.
Some "point" medical facilities in the city such as Da Nang Hospital, Obstetrics and Pediatrics Hospital and Oncology Hospital... have shown clear changes in the implementation of digital transformation of health care. Digitalization helps medical facilities easily access medical records, saves time for diagnosis and treatment, and makes health care services more convenient for people.
According to records, among medical facilities, especially public health facilities in Da Nang, Hospital 199 of the Ministry of Public Security is promoting the application of digital technology, digital transformation to develop smart medical facilities in the Central and Central Highlands regions.
At hospitals, people can use personal identification numbers as patient codes and medical examination and treatment codes. Citizens register for medical examination online on the VNeID application. To date, the unit has received nearly 100,000 medical examinations and treatments using CCCD/VNeID/VssID. The hospital has also been equipped with a Self-service smart kiosks, completing the API integration according to Section 2 of Project 06.
Connecting driver's health examination records, birth certificate and death certificate records; Deploying support for people to register for issuance and renewal of driving licenses online (serving level 4 public services). More than 70% of online payment transactions are made without cash with QRcode, Internet Banking, Pos payment, via Kios.
Regarding the application of information technology in management and operation, the hospital has applied HIS management software; Customer management software; PACS image processing system; Online consultation software; NAS data backup system. The online delivery system has helped all officers and employees in the entire Institute grasp the information conveyed from the Board of Directors.
Currently, Hospital 199 is applying 21 software on the computer. The 11-storey building is equipped with an IBS (InBuilding System) to help increase mobile waves to all points. At the same time, the internal loudspeaker system and screen covering the entire hospital create a foundation for facilities to gradually change the operating model.
Deploy more than 30 software to support professional activities, notably Edoc199 document management software. This software has been copyrighted and transferred to nearly 30 units inside and outside the industry.
In 2024, Hospital 199 will become the first unit in Da Nang and in the People's Public Security health system to deploy the use and storage of electronic medical records instead of paper records. This helps reduce administrative procedures, improve service quality and shorten waiting time for patients. To date, more than 70,000 subjects of corporate health examination have been recorded and monitored at Hospital 199.
Hospital 199 has been implementing the application of artificial intelligence (AI) in medical examination and treatment activities. AI contributes to diagnosing congenital hemorrhage, AI is integrated into the camera system, health records on smartphones. Developing digital platform applications: remote consultation (Telehealth), FaCare application and using AI in reading and analyzing data to make diagnostic and appointment recommendations, helping to improve treatment effectiveness...
Dr. Quach Huu Trung - Director of Hospital 199 said: "We are determined to work with the spirit of not being afraid of innovation, breaking traditional limits to build a smart, modern medical facility, meeting all increasingly high requirements and needs of society and the people".
However, to achieve maximum efficiency in digital transformation strategy, medical facilities in Da Nang need to continue to invest more in technology infrastructure, human resource training, and data and information security issues, must innovate to create a breakthrough to move forward quickly and steadily with the city, entering the era of national growth.
