Resolving difficulties after merger
According to Ca Mau Provincial Social Insurance, by the end of April 2026, the whole province had 159,884 people participating in social insurance (BHXH), more than 91,500 people participating in unemployment insurance (BHTN); the coverage rate of health insurance (BHYT) reached 98.97% of the population.
In the context of localities implementing administrative unit arrangement and streamlining the organizational structure, the above results are considered a great effort of the social insurance sector and localities in maintaining the social security system.

The payment of social insurance and unemployment insurance benefits was deployed promptly and smoothly through 148 commune-level payment points with a total budget of more than 1,033 billion VND. The social insurance sector also coordinated to handle almost all outstanding health insurance medical examination and treatment costs in the 2018-2022 period at medical facilities in the area, contributing to ensuring the rights of participants.
However, besides the achieved results, the provincial social insurance sector still faces many difficulties. The number of social insurance participants decreased by 2,891 people compared to the end of 2025. The main reason is that the informal labor force is still large, and the income of a part of the population is not stable, so the development of voluntary social insurance is not sustainable.
In addition, most businesses in the area are small and micro-sized, using little labor, so expanding the number of insurance participants faces many limitations.
Notably, the situation of late payment and evasion of insurance is still arising with a total amount of about 365 billion VND.
Reduces inconvenience for people
Faced with the pressure of increasing health insurance medical examination and treatment costs, in the coming time, Ca Mau Provincial Social Insurance will continue to tighten the inspection and control of the health insurance fund.
The social insurance sector will strengthen monthly and quarterly warnings for medical examination and treatment facilities with abnormally increased costs; high frequency of prescribing tests, diagnostic imaging, drugs, medical supplies or inpatient treatment.
At the same time, coordinate with the health sector to direct medical examination and treatment facilities to use drugs reasonably and safely; prescribe tests, diagnostic imaging and inpatient treatment in accordance with regulations, avoiding abuse of the health insurance fund.

The Social Insurance Agency will also continue to complete dossiers and data related to the expenditure exceeding the estimates for 2024-2025 to report to Vietnam Social Insurance; and at the same time advise on definitively handling outstanding health insurance medical examination and treatment costs.
Regarding people's reflections in safe zone communes and wards during the resistance war against France and the US (currently Ca Mau has 100% of communes and wards recognized as safe zones) about having to travel far to receive health insurance money already paid by households, Mr. Huynh Thanh Hai - Head of Collection Management and Participant Development Department, Ca Mau Provincial Social Insurance - said that the sector has recorded feedback and is implementing many remedial solutions.
According to Mr. Hai, people permanently residing in safe communes and wards are eligible for 100% health insurance contributions from the state budget. For cases that have participated in household health insurance before, the social insurance agency will refund the amount paid corresponding to the unused period of the household health insurance card.
However, the refund process must ensure the right subjects, the right amount of money and comply with financial management procedures to ensure publicity, transparency, and avoid loss and profiteering.
In some remote and isolated areas, traffic conditions are difficult, and people are dispersed, so organizing centralized return points is not really convenient for people," Mr. Hai assessed.
According to Ca Mau Provincial Social Insurance, in the coming time, the sector will promote the refund of health insurance money by non-cash method; encourage people to receive money through bank accounts to reduce travel and waiting times.
At the same time, the sector will coordinate in researching to expand more refund points at the grassroots level; review and adjust payment locations and times to suit each area to limit jostling and crowded gatherings.
For cases where people cannot directly receive money, the social insurance agency will guide the implementation of authorization procedures in accordance with regulations to ensure full rights for participants.
