On March 24, Khanh Hoa Provincial People's Committee requested departments, branches and investors to synchronously implement many solutions to control supply and demand, promptly announce prices and handle speculative acts, contributing to stabilizing the construction material market in the area.
Khanh Hoa Provincial People's Committee requests agencies and units to simultaneously strengthen inspection, supervision, and control of supply and demand, ensuring that the business activities of construction materials comply with legal regulations.
The Department of Construction is assigned to take the lead in announcing the prices of construction materials, construction price indexes, labor unit prices, machine and construction equipment prices fully and promptly.
At the same time, this agency must promote surveys, information collection, and build a data supply network to ensure that the announced prices are close to market developments.
The Department of Agriculture and Environment is assigned to review surplus materials such as stone, soil, and sand from projects to propose reasonable recovery and transfer, contributing to saving resources and supplementing supply.
At the same time, this unit advises on increasing capacity, supplementing or opening new eligible mines; promoting auctions of mineral exploitation rights; strengthening inspection and supervision of exploitation activities and strictly controlling output at licensed mines.
Contractors need to assess price fluctuation risks, develop plans to ensure material supply, and avoid being passive during construction.
From a business perspective, Khanh Hoa's policy of tightening management and stabilizing construction material prices is considered necessary, but also poses many adaptive requirements in the context of a still volatile market.
A representative of an infrastructure construction enterprise in the area said that the fact that functional agencies strengthen price announcements and control supply and demand helps businesses have more basis to make estimates and limit price slippage risks.
Previously, material prices fluctuated rapidly, at times there was a large difference between the announcement and the market, making it difficult for contractors to balance costs. If the price announcement is updated promptly and closely to reality, the pressure will be greatly reduced," this person said.
