According to the plan, departments, branches, People's Committees of districts and towns, and functional forces will launch a peak campaign to fight against and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights in the city, and will then conduct a preliminary assessment by June 15, 2025.

The Department of Home Affairs shall preside over and coordinate with relevant agencies to review the overall functions and tasks of departments, branches, and functional forces, clearly defining responsibilities, locations, and fields of each agency and unit; ensuring no overlap, no omission of tasks, no legal gaps, no loosening of management due to organizational restructuring, affecting the work of combating smuggling, trade fraud, counterfeit goods, and infring on intellectual property rights; report to the People's Committee in June 2025.
The City Police directed professional forces to establish a special project, fight resolutely, and strictly handle criminal acts; coordinate with prosecution agencies to speed up the investigation, prosecution, and trial of cases; clarify the responsibilities of relevant departments, branches, sectors, and localities for violations within the scope of management, report, and propose handling according to regulations.
The Department of Industry and Trade coordinates with the People's Committees of districts and towns to direct the Market Management force to strengthen inspection and strictly handle cases of trading in smuggled goods, production, and trading of counterfeit goods, infringement of intellectual property rights, goods of unknown origin, especially violations in the e-commerce environment; be responsible for strictly inspecting and controlling goods circulating on the market, promptly detecting and handling counterfeit goods and poor quality goods.

The Department of Agriculture and Environment strengthens inspection and strictly handles violations of forestry products, seafood, production and trading of plant varieties, livestock, fertilizers, and fake pesticides; takes measures to control the use of growth stimulants for fruit products, the use of excessive chemicals to increase weight, prevent water loss after defrosting to deceive about quantity and reduce quality.
The Department of Health strengthens inspection, control, and strictly handles the trade and trading of counterfeit drugs, smuggled drugs, and fake pharmaceuticals.
The Department of Health, the Department of Agriculture and Environment, and the Department of Industry and Trade proactively coordinate to conduct inspections and post-inspections on food safety, strictly handling acts of trading in counterfeit, toxic, and unknown foods.
