Lack of high-quality scientific and technological human resources
On the morning of October 25, at the Mang Den Commune Center Hall, the People's Committee of Quang Ngai province organized a Workshop on Breakthrough Solutions in science and technology, innovation and digital transformation in Quang Ngai province.
According to Mr. Nguyen Tan Liem - Director of the Department of Science and Technology (KHCN) of Quang Ngai province, the workshop received 34 presentations from agencies, units, scientists, universities and businesses.

Presenting a speech at the workshop, Associate Professor, Dr. Luu The Anh - Director of the Institute of Natural Resources and Environment, Hanoi National University - said that currently, Quang Ngai has more than 1,500 people working in the field of research and development of science and technology, including 25 PhDs, 396 masters and 858 bachelors. This is the core force promoting the province's scientific and technological activities. However, the rate of IT engineers is only 1.8%, lower than the national average (3.2%) and is still far from the 5% target by 2030.
Human resources for science and technology are still dispersed, and strong research groups have not been formed, while the province still depends on experts from other places and about 3,200 foreign workers working in industrial parks.
Also pointing out the shortage of specialized human resources in science and technology, MSc. Vo Xuan Hoa - Deputy Director of the Department of Home Affairs - said that in the field of science and technology, if compared to Da Nang City - where there are over 450 PhDs and thousands of masters in research and development - the scale of Quang Ngai's research force is still very low, not enough to cover major topics and major problems of strategic nature of the province.
This makes many key areas such as renewable energy, petrochemical industry, environmental industry or biotechnology dependent on experts from other localities - MSc. Vo Xuan Hoa emphasized.
Limit the development mindset based on exploitation of resources and cheap labor
According to Associate Professor, Dr. Luu The Anh, in many localities, including Quang Ngai province, awareness of the role of science and technology, innovation and digital transformation is still not uniform. Many cadres, businesses and people are still used to the development mindset based on exploiting resources and cheap labor.
This makes the application of new technology, innovation of business models or implementation of digital transformation solutions not truly a need in themselves. Therefore, the first task is to raise comprehensive awareness in the political system, management staff, business community and people about the importance and inevitability of science and technology, innovation and digital transformation in sustainable development.
Another focus is that the province must promote close linkages between Institute - School - Enterprise. In reality, many research results are still on paper due to the lack of a cooperation and commercialization mechanism. Therefore, the province needs to develop a policy to encourage businesses to participate in research orders, provide financial support for technology transfer contracts, and at the same time establish a Transfer Office... - Associate Professor, Dr. Luu The Anh expressed.
According to MSc. Vo Xuan Hoa, in the coming time, Quang Ngai needs to focus on training 200-300 digital human resources and 150-200 electricity and solar power operators... Students receiving the scholarship must commit to serving at least 3-5 years at a business in the province.
