On May 14, Tay Ninh Provincial People's Committee organized an online conference to implement Decision No. 62/2026/QD-UBND on market development and management and Decision No. 65/2026/QD-UBND on decentralization of service pricing for using sales area at markets invested from state capital sources.
The conference was attended by Standing Vice Chairman of Tay Ninh Provincial People's Committee Nguyen Hong Thanh and representatives of departments, branches and localities in the province.
At the conference, representatives of the Department of Industry and Trade disseminated the key contents of the two new decisions issued by the Provincial People's Committee in May 2026.
Accordingly, Decision No. 62 stipulates the strengthening of decentralization to local authorities in market management. Commune-level People's Committees are assigned to directly manage the operation of markets in the area, from business organization, infrastructure exploitation to arranging and arranging business points.
Localities are also responsible for handling spontaneous trading and encroachment on roads and sidewalks; at the same time, ensuring security and order, and environmental sanitation in the market area.
For Decision No. 65, commune-level People's Committees are assigned to decentralize the construction, appraisal and promulgation of specific prices for services using sales areas at markets invested by the State, suitable to the actual conditions of each locality.
In the discussion, leaders of communes and wards proposed many contents related to market operation management, service price development and coordination mechanisms between units in the implementation process.
Representatives of the Department of Industry and Trade and related departments and agencies have answered and provided additional guidance on a number of contents to remove difficulties and obstacles for localities in the practical application process.
