On November 4, the Steering Committee for Aircraft Emergency Tourism Control and Prevention of 2025 (Dien Bien Provincial People's Committee) organized a live-fire drill with the hypothetical situation of "Handling terrorist hostages at Dien Bien Airport (Dien Bien Airport) and attacking and controlling the Dien Bien Provincial Electronic Information Portal system".
Accordingly, the drill consists of 3 parts: Principal film to guide the situation; drill on operating the command and direction mechanism of the Steering Committee; real-life combat handling of terrorist situations on land, in the air and in cyberspace.



The highlight of the 2025 exercise is the first time integrating incident response content when the Dien Bien Provincial Electronic Information Portal was attacked.
According to the scenario, while the terrorist group attacked and took hostages at Dien Bien Airport. On cyberspace, a group of subjects abroad used hackers to attack, using the control of the provincial Electronic Information Portal system, spreading bad and toxic information, propagating, and slandering the government.
As soon as the situation occurred, the Provincial Steering Committee for Counter-terrorism has directed the simultaneous activation of aviation emergency plans and information security incident response, mobilizing the police, military, aviation, medical and information technology forces to coordinate in handling.



The forces quickly surrounded, attacked, neutralized the terrorist group, rescued the hostages, and at the same time, the information technology incident response team developed technical measures.
Speaking at the drill, Chairman of Dien Bien Provincial People's Committee Le Thanh Do emphasized: "This year's drill is of special significance, not only improving the ability to respond to terrorist problems but also affirming the province's determination to implement Resolution 57, introducing digital transformation associated with ensuring information security to become a pillar of sustainable development".


With the participation of many forces, vehicles and modern technology, the drill was organized seriously, safely and on schedule. At the same time, draw valuable practical lessons in handling aviation emergency situations, ensuring security and safety in the area.
On this occasion, the Provincial People's Committee awarded Certificates of Merit to 3 groups and 11 individuals who have had outstanding achievements in consulting, organizing, practicing, and practicing.
