On July 28 in Hanoi, the Ministry of Public Security organized a seminar to contribute opinions on building documents regulating emulation and commendation work in the People's Public Security Forces (CAND) in the Northern region.
According to the Ministry of Public Security's Electronic Information Portal, thoroughly grasping the direction of the Central Public Security Party Committee and leaders of the Ministry of Public Security on continuing to innovate and improve the quality of emulation and commendation work in the People's Public Security Forces, the Political Work Department has advised on building, amending, and supplementing synchronously 5 important documents in the emulation and commendation work of the Public Security forces.
5 documents include: Draft Circular regulating emulation and commendation work; Draft Set of Criteria for considering commendation for outstanding achievements; Draft Criteria for evaluating, scoring, and ranking emulation; Draft Process for considering awarding emulation titles and forms of commendation; Draft Regulations on the operation of the Emulation and Commendation Council of the Ministry of Public Security.
The study and synchronous amendment of all 5 documents is not only aimed at fully institutionalizing the new regulations of the Law on Emulation and Commendation and guiding documents for implementation, but also towards creating a qualitative change in the organization of emulation movements and commendation work in the People's Public Security Forces; making the "Three Firsts" emulation movement truly become a driving force for development, becoming an important measure in evaluating officers and soldiers and the results of task completion of units.
At the same time, build a reward mechanism in a direction that is increasingly public, transparent, strict, and scientific; ensure that rewards truly originate from the results of work, combat, and contributions of collectives and individuals; reward the right people, the right work, the right achievements, the right authority, and the right form of reward.
Speaking at the seminar, Major General Ngo Hoai Thu - Deputy Director of the Department of Political Work emphasized: The seminar is an opportunity to broadly disseminate opinions on amending current regulations on emulation and commendation work, and removing difficulties and obstacles arising in the process of organization and implementation.
At the same time, this is also a forum for the Police of units and localities to exchange, analyze, and evaluate issues that are still stuck in practice; thereby, continue to improve drafts, ensuring that when promulgated, they will be truly feasible, unified, and meet the requirements in the new situation.
