According to the draft circular, the reality of criminal technical expertise activities in the past time also shows that some expertise sectors have generated contents requiring expertise but no expertise procedures have been promulgated according to the provisions of law, such as:
Inspection of homemade explosives for the specialty of fire and explosion inspection; electric shock inspection for the specialty of technical inspection; inspection of rudimentary weapons and supporting tools for the specialty of gun and bullet inspection; inspection of footprints and tires for the specialty of mechanical footprints.
The Criminal Technical Force also received many appraisal requests arising from the reality of crime prevention and combat against new conspiracies and tricks, taking advantage of advances in science, technology and technology such as: Speed appraisal via video for digital and electronic appraisal specialties.
Therefore, the Ministry of Public Security is drafting a Circular promulgating 31 procedures for criminal technical expertise to unify implementation in public judicial expertise organizations on criminal techniques; gradually standardizing the process of receiving and performing expertise, contributing to improving the efficiency of this activity to meet the requirements of procedural activities and judicial reform in the current period.
