Ministry of Industry and Trade issues regulations on attracting talent

The Ministry of Industry and Trade has just issued Decision 344/QD-BCT on Promulgating regulations on implementing policies to attract and value talented people.

Decision 344/QD-BCT signed by Acting Minister Le Manh Hung, effective from February 26.

The decision clearly states the scope and subjects of application including civil servants and public employees of the Ministry of Industry and Trade; excellent graduates, young and talented scientists; experts in state management fields and public service units of the Ministry of Industry and Trade.

Regarding the principle of implementation, the Ministry of Industry and Trade emphasized that the attraction and valuation of talented people must strictly implement the Party's guidelines and regulations, and the State's laws; ensure publicity, transparency, objectivity, and the right subjects and authority; promote the role and responsibility of the Party Committee collective, leaders of agencies and units using civil servants and public employees, especially heads, in detecting, attracting, and valuing talented people.

Prioritize attracting and employing talented people to work in state management fields, job positions to advise on building institutions, policies and industries and fields to promote the development of the Ministry and Industry and Trade sector.

The policy of valuation must be commensurate with the contributions of talented people based on the results, qualities, and quality of work.

Based on the development orientation of key sectors and fields of the Government, the Industry and Trade sector, the Standing Committee of the Party Committee of the Ministry and the collective leadership of the Ministry decide on job positions that need to use high-quality human resources at units.

Regarding the standards, conditions, order, and procedures for selecting talented people for civil servants and public employees of the Ministry of Industry and Trade, including having firm political bravery; good political and ethical qualities; clear background; sufficient health to perform tasks; having aspirations to contribute and serve the Fatherland and the People.

Dynamic, creative, with a high sense of responsibility in work; daring to think, daring to do, daring to take responsibility for the common good.

Has presided over, chaired or directly advised and proposed to competent authorities at least 2 national-level scientific and technological documents, projects, tasks, solutions, and work initiatives that bring high efficiency, are breakthrough and creative, and recognized by competent authorities; or owns a patent for an invention, useful solution that is effectively applied; or is the main author of scientific works and articles published in prestigious international journals (belonging to the ISI/Scopus list); or presides over the development of technology products and digital platforms that have been practically implemented, bringing specific benefits to state management or society.

Have research works recognized by competent authorities or proposed for application that bring high value and efficiency in the strategic and key sectors of the Ministry of Industry and Trade; have initiatives, pilot models, innovative projects of green industrial solutions applied in practice by businesses or localities; have the capacity to mobilize resources (ODA, international cooperation, innovation funds... ) for Industry and Trade sector projects.
