The Ministry of Industry and Trade has just issued Circular No. 08/2026/TT-BCT dated February 25, 2026, amending and supplementing a number of articles of Circular No. 04/2020/TT-BCT dated January 22, 2020, stipulating the auction of tariff quotas for importing used cars under the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).
According to the circular, the Ministry of Industry and Trade designates that used cars imported under the tariff quota specified in Article 3 of this Circular must meet the rules of origin of goods in the CPTPP Agreement and must have certificates of origin when carrying out import procedures.
The Circular also amends and supplements Clause 1 of Article 6 of Circular No. 04/2020/TT-BCT dated January 22, 2026 on the principles, order, and procedures for auctioning tariff quotas implemented in accordance with the law on property auctions.
Notably, the Circular amends the phrase "Motor capacity ≤ 3,000 cm3 (unit)" to "Motor capacity ≤ 3,000 cm3 (unit)" in column 3 of Appendix I; Amending the phrase "Motor capacity ≥ 3,000 cm3 (unit)" to "Motor capacity >3,000 cm3 (unit)" in column 4 of Appendix I.
At the same time, abolishing Decision No. 731/QD-BCT dated February 4, 2020 of the Minister of Industry and Trade on correcting Circular No. 04/2020/TT-BCT dated January 22, 2020 regulating the auction of tariff quotas for importing used cars under the Comprehensive and Progressive Agreement for Trans-Pacific Partnership.
Circular No. 08/2026/TT-BCT takes effect from February 25, 2026.
