According to information from the Department of Overseas Labor Management (Ministry of Home Affairs), in the first 6 months of 2026, the Department organized 7 inspection teams for service businesses, including 5 periodic inspection teams and 2 surprise inspection teams under the direction of competent authorities.
Through specialized inspection work, the Director of the Department of Overseas Labor Management issued 7 decisions to sanction administrative violations in the field of Vietnamese workers going to work abroad under contracts, with a total fine of 635 million VND.
Also in the first half of this year, the Department has received and processed 43 complaints, petitions, and reflections related to the field of Vietnamese workers going to work abroad under contracts, including both licensed and unlicensed businesses operating services to send workers to work abroad under contracts.
According to Mr. Vu Truong Giang - Deputy Director of the Department of Overseas Labor Management (Ministry of Home Affairs), fraud and business violations have always occurred in the process of sending workers to work abroad from the past to the present.
Mr. Giang also said that currently there is a phenomenon of organizations and individuals who do not have the function of sending workers to work abroad under contract, but have posted information and advertisements on social networking platforms about labor recruitment.
This is a pressing issue, hindering service businesses in recruiting workers to work abroad," said Mr. Vu Truong Giang.
Through grasping, the Ministry of Home Affairs continues to study and supplement sanctions for violations. Including the amendment of Decree No. 12/2022/ND-CP of the Government stipulating sanctions for administrative violations in the fields of labor, social insurance, and Vietnamese workers working abroad under contracts.
At the same time, when amending regulations related to the field of sending workers to work abroad under contracts, functional agencies will have sanctions against organizations and individuals who do not have the function to participate in this activity.
In the immediate future, the Ministry of Home Affairs will issue documents to localities requesting to promote rectification of the operation of sending workers to work abroad under contracts, focusing on subjects who do not have the function of recruiting and sending workers. In parallel, it will strengthen review and handling according to the provisions of law.
The Ministry of Home Affairs will also propose that localities strengthen inspection and supervision of the operations of service businesses; effectively combine inspection and guidance.
In particular, strictly handle businesses that have acts of collecting fees exceeding regulations to minimize costs for workers; promptly detect and strictly handle violations of the law, ensuring the legitimate and lawful rights and interests of workers.
The Ministry will also have effective measures to prevent the situation of individuals and brokerage organizations at home and abroad taking advantage of workers' needs to work abroad to collude with businesses to collect brokerage fees in violation of legal regulations.
