According to a report by the Department of Overseas Labor Management (Ministry of Home Affairs), in the first 6 months of 2026, the total number of Vietnamese workers going to work abroad reached 66,311 workers, reaching 59.2% of the annual plan (2026, the plan to send Vietnamese workers to work abroad under contract is 112,000 workers).
Implementing the tasks assigned by the Ministry in 2026, with the goal of completing the target of sending 112,000 Vietnamese workers to work abroad under contract and striving to reach 150,000 workers, the Department identified 5 key task groups that need to be focused on directing and organizing implementation.
In which, the task of building legal normative documents and strategies is to focus on 2 key tasks: Completing and promulgating the Law amending and supplementing a number of articles of Law No. 69/2020/QH14 on Vietnamese workers going to work abroad under contract; Proposing to build the content of the Strategy to send Vietnamese people to work abroad to 2030, vision 2045.
Mission of negotiating and implementing international labor cooperation agreements and treaties: Deploying negotiations and moving towards signing labor cooperation agreements with 14 countries and territories, including: Japan, Canada, Bulgaria, Germany, Saudi Arabia, Israel, Kuwait, IM Japan, Taiwan (China), Russia, Greece, Albania, South Korea, Australia.
Regarding the task of labor management and development of foreign labor markets, the Department especially focuses on solutions to maintain and stabilize key and traditional markets: Japan, Taiwan (China), Korea, and gradually develop high-income markets with good working conditions such as countries in Europe (Germany), America (Canada).
Organize conferences and forums on labor cooperation and organize foreign working delegations to work with relevant agencies from other countries to strengthen cooperation and promote market expansion, and occupations to receive labor.
Implementation of international cooperation projects: Coordinating with JICA to continue implementing the Project to support job information connection for workers going to work abroad under contract; and implementing the Program to send nurses and caregivers/nurses to work in Japan under the Vietnam - Japan Economic Partnership Agreement JVEPA (EPA Program): implementing procedures for selection, training... for candidates of course 14.
