The Chairman of the People's Committee of Ca Mau province urgently directed and requested units and localities to strengthen weather monitoring and immediately deploy natural disaster prevention and control measures according to the risk level.
According to the Official Dispatch of the National Civil Defense Steering Committee, the tropical depression is active in the sea area east of the Philippines; at 08:00 on November 24, 2025, the center is at about 9.5° North latitude - 127.8° East longitude, strong winds of level 7, gusting to level 9, moving in the West Northwest direction, expected to enter the East Sea and is likely to strengthen into a storm. The Central region is still recovering from serious damage caused by floods, with the risk of increasing risks in the coming days.

According to the Ca Mau Provincial Hydrometeorological Station, the tidal water level on canals and coastal areas of the province will remain high for the next 2 to 3 days, posing a potential risk of flooding, causing insecurity for people, greatly affecting daily life, transportation, production and business.
The Chairman of the People's Committee of Ca Mau province requested departments, branches and sectors; the Provincial Vietnam Fatherland Front Committee; People's Committees of communes and wards to seriously implement the following contents:
Agencies and units must proactively update forecasts and warnings; provide full information to organizations, individuals, businesses and people to proactively prevent and arrange appropriate production activities, ensuring safety of life and property.
The Department of Agriculture and Environment is assigned to inspect and flexibly operate the irrigation system to regulate water, prevent tides, reduce flooding; guide people to reinforce embankments, pump water drainage, protect rice, crops, ponds; inspect sea dykes, immediately handle vulnerable points; coordinate with the Department of Industry and Trade and related units to guide contractors to implement safety measures at coastal and island projects.

The Provincial Military Command coordinates with units to promptly notify ships about the location and developments of the tropical depression; maintain communication; prepare rescue forces and means when situations arise.
The People's Committees of communes and wards strengthen inspections of areas at risk of deep flooding; arrange signs, fences, and guards; guide vehicles and people to travel safely; prepare evacuation plans when necessary. At the same time, they mobilized guards to keep the bottom of the sea to take shelter to avoid safety.
The Chairman of the People's Committee of Ca Mau province requested units working on the on-duty Committee for natural disaster prevention, control, search and rescue at all levels to organize on-duty committees according to regulations. Regularly report the situation to the Department of Agriculture and Environment (through the Irrigation Sub-Department) for synthesis and reporting to the Ministry, Central branches, and the Chairman of the Provincial People's Committee as required.
