According to Hung Yen Provincial Police, recently, in Hung Yen province, there has been a situation where people have repeated the act of using electricity to trap and kill mice in the fields, posing a high risk of causing injury, even death for others.
Typically, on July 1, Mr. Pham Van Quynh (born in 1970, residing in Mao Cau village, Hong Quang commune) connected electricity to a metal wire wrapped around the rice field to trap mice. As a result, Tran Nguyen Tuan Anh (born in 2011, residing in Nguyen Trai commune) was electrocuted to death while passing through this area.
This is not a rare case. Although local authorities and functional forces have repeatedly propagated and warned, a part of the people still ignore the risk, deliberately violate, leading to heartbreaking consequences, affecting public life and health.
Hung Yen Provincial Police emphasized that using electricity to trap and kill mice is an extremely dangerous behavior, subject to an administrative fine of 60 to 70 million VND according to Decree 17/2022/ND-CP. In cases of causing death, the violator may be prosecuted for criminal liability with the highest penalty of up to the death penalty, depending on the specific nature and consequences.
To prevent, stop and strictly handle violations, the Provincial Police recommend that authorities at all levels increase propaganda and mobilize people to use safe rat poisoning measures, not to use electricity in any form. At the same time, encourage people to detect and report violations through local police forces or the VNeID application.
Each citizen needs to raise awareness of protecting public life and health; absolutely do not use electricity to trap mice in agricultural production.
