Coast Guard improves civil defense capacity

The Coast Guard Region 4 Command has studied the resolution on improving the capacity of civil defense activities while contacting the unit's practice in recent times.

On April 1, in Phu Quoc City, Kien Giang Province, the Party Committee of the Coast Guard Region 4 Command held a conference to disseminate, study and implement Resolution No. 3589-NQ/QUTW dated March 20, 2025 of the Central Military Commission on improving the capacity of civil defense activities until 2030 and the following years (Resolution 3589).

The conference aims to educate and thoroughly grasp the basic and core contents of Resolution 3589; unify awareness and action; thereby, concretize the content close to the characteristics, functions and tasks of each agency and unit and determined to successfully organize the implementation of the Resolution.

At the Conference, cadres and party members across the Region learned important contents such as: Specific viewpoints and goals; 6 main groups of tasks and solutions and assigned to organize the implementation of the Resolution. At the same time, it contacts the practical implementation of the Civil Defense tasks of the Command of the Region in recent times, especially in search, rescue and relief work; helping people overcome the consequences of natural disasters and natural disasters; protecting the marine environment.

With the motto "seeing the people in distress as your relatives", "accepting the search and rescue mission as a combat mission in peacetime", in recent years, the Party Committee and Command of Coast Guard Region 4 have led and directed the entire Region to successfully complete the search and rescue mission, helping people overcome natural disasters and catastrophes. Specifically, organized dozens of search and rescue incidents with more than 150 fishermen and 14 vehicles in distress at sea; promptly supported 490 m3 of fresh water and more than 1,000 bottles of drinking water for people on Hon Chuoi Island and Nam Can District (Ca Mau) to overcome drought and salinity...

To successfully implement the Resolution in the coming time, Colonel Tran Nguyen Lai, Deputy Commander - Chief of Staff of the Command of the Region, requested that Party committees and commanders at all levels continue to disseminate and educate to raise awareness and responsibility for cadres, Party members and the masses, and concretize the content of the Resolution into the regular leadership plan and resolutions of Party committees and organizations. To make 100% of officers and soldiers fully aware and correctly identify the position and role of the Coast Guard as one of the main and core forces in performing the tasks of preventing, combating natural disasters, and searching and rescuing at sea.

Do a good job of propaganda and legal education on natural disaster prevention, rescue, fire prevention, environmental protection... integrated into the unit's concentrated activities and the Program "Coast Guard accompanies fishermen", Contest "I love the homeland's sea and islands". Combine the implementation of sea tasks with propaganda and information on the protection of marine resources and environment for fishermen and forces operating at sea.

Strictly maintain the 24/24 rescue duty regime, 100% of ships and boats performing missions at sea are always ready to carry out search and rescue missions when there are situations. Regularly coordinate with local Party committees, authorities and local authorities in performing search and rescue tasks...

Also today, in Ca Mau, the Party Committee of the 42nd Squadron organized a dissemination, education, and implementation of the Resolution for all cadres and party members in the Squadron Party Committee. At the same time, agencies and units have organized training and dissemination classes for 100% of the masses in the Regional Command.
