Dong Thap - The province applies the implementation of a set of criteria to assess the responsibility of leaders in science, technology, innovation and digital transformation.

Dong Thap Electronic Information Portal reported that Chairman of Dong Thap Provincial People's Committee Pham Thanh Ngai has signed and issued Decision No. 693/QD-UBND dated March 16, 2026 on a set of criteria for assessing the responsibility of leaders in science, technology, innovation and digital transformation.

This set of evaluation criteria includes 16 component criteria, with a maximum total score of 100. The content covers everything from the stage of awareness, thoroughly grasping the policy to directing, allocating resources and organizing implementation.

In which, criterion No. 2 on "Direct leadership, direction and responsibility for results" has the largest scale of 40 points.

Notably, for criterion 8, which is to arrange cadres with expertise and experience in science and technology, digital transformation in the leadership team (0 - 6 points), there is a content requiring the proportion of leading cadres with science and technology expertise or digital transformation to reach 25% or more.

This is a fundamental criterion to effectively implement the leadership and direction of science, technology, innovation and digital transformation (S&T-Innovation-CDS) and is the only quantitative criterion in the 16 contents regulating the responsibility of the head specifically stated in Decision No. 970/QD-TTg of the Prime Minister, so the head of the agency must strictly comply with regulations.

The Department of Home Affairs is responsible for coordinating with the Department of Science and Technology in using the results of the responsibility assessment of heads in S&T-Innovation-CĐS development to summarize them in general for quality assessment and classification.

Heads of state agencies in the province are responsible for implementing the set of criteria, periodically reporting (06 months, 01 year) and unexpectedly reporting on the results of implementing the criteria as required.

This result will not only stop at monitoring but will be directly integrated into the annual evaluation and ranking of the quality of cadres and civil servants.
