Civil servants holding leadership and management positions as deputy heads are evaluated according to criteria within the scope of tasks and fields assigned to them.

This is the content stipulated in Decree No. 335/2025/ND-CP of the Government on quality assessment and classification for state administrative agencies and civil servants, effective from January 1, 2026.

Clause 1 of the decree stipulates that the evaluation of criteria for the results of task performance for civil servants holding leadership and management positions is carried out on the basis of comparing the results of the number of completed products/works (converted) with the number of assigned products/works (converted) in the month or quarter.

This includes tasks assigned to be directly implemented; tasks of directing, operating, organizing the implementation of tasks, guiding, inspecting, supervising, and resolving problems within the scope of functions and tasks related to products/works of civil servants assigned to be in charge.

In addition to the criteria on task performance results in Clause 1 mentioned above, civil servants holding leadership and management positions as deputy heads are evaluated according to the criteria in Clause 3 mentioned above within the scope of tasks and fields assigned to them.

Accordingly, the operating results of agencies, organizations, and units: In case 100% of civil servants under management authority have monitoring and evaluation scores at a score level corresponding to the quality ranking level of task completion or higher, they are counted as achieving a score ratio equal to 100%.

In case there are civil servants under management authority with monitoring and evaluation scores at a score level corresponding to the quality ranking level who do not complete their tasks, they are counted as achieving scores at a rate of 50%.

Regarding the ability to organize the implementation of tasks: In case the unit completes all tasks according to the plan on time, ensures quality, has initiatives or solutions to organize effective implementation, it is calculated to achieve a score ratio of 100%.

In case during the evaluation period there are shortcomings, limitations, and prolonged delays in the implementation of assigned work programs and plans, it is calculated to achieve a score ratio of 50%.

Regarding the capacity to gather and unite civil servants under management: In case the unit maintains a unified working environment, effective coordination between individuals and departments, a score ratio of 100% is calculated.

In case during the evaluation period, reflections, complaints, and recommendations about conflicts and prolonged internal disunity arise, a score rate of 50% is calculated.

The score for the performance of tasks of civil servants holding leadership and management positions in the month or quarter is calculated according to the following formula:

a is the percentage point (%) on the number of task performance results specified.

b is the percentage point (%) on the quality of task performance results according to regulations.

c is the percentage point (%) on the progress of task performance results according to regulations.

d is the percentage point (%) on the operating results of the field assigned to leadership, management, and responsibility.

d is the percentage point (%) on the ability to organize the implementation of tasks.

e is the percentage point (%) on the capacity to gather and unite civil servants under management.
