Accordingly, the Department of Agriculture and Environment is assigned to advise on the model of the Agricultural and Forestry Seed Extension Center under the Department.
At the same time, the Department of Agriculture and Rural Development must develop a plan to terminate the operation of regional agricultural service stations and transfer the function of agricultural extension to public service units at the commune level. The personnel arrangement plan must be sent to the Department of Home Affairs before October 22.
The Department of Culture, Sports and Tourism guides the functions and tasks of public service units at the commune level in the field of culture - communication.
The Department of Home Affairs will coordinate with the Department of Agriculture and Environment and 10 communes and wards that currently have a Cultural and Communication Center to synthesize personnel plans, advise the Provincial People's Committee to transfer and supplement staff, and prepare for the formation of General Service Centers.
For 10 communes and wards including Ha Lang, Trung Khanh, Quang Uyen, Dong Khe, Thuc Phan, Hoa An, Truong Ha, Nguyen Binh, Bao Lac and Bao Lam, the Provincial People's Committee requested to reorganize the existing center, add tasks on environment, promote agriculture, urban areas and change the name to the General Service Center before October 30.
The remaining communes and wards will establish new General Service Centers to provide essential public services such as culture, sports, tourism, information - communication, environment, agricultural and urban promotion, and must also be completed within the same time limit.
The Provincial People's Committee requests localities to directly direct and not delegate agricultural extension work to public service units, while consolidating and promoting the effectiveness of community agricultural extension groups.
