The Government Steering Committee on the arrangement of administrative units at all levels and the development of a model of organizing local government at both levels has just issued Official Letter No. 20/CV-BCD guiding the establishment of public service units (PPUs) providing multi-sectoral and multi-disciplinary career services at the commune level.
The document was signed and issued by Minister of Home Affairs Pham Thi Thanh Tra - Deputy Head of the Government Steering Committee Standing Committee, and sent to the People's Committees of provinces and cities for implementation.
On October 8, the Steering Committee issued Official Letter No. 145/CV-BCD on perfecting the system of organizing the implementation of agricultural extension tasks in localities, requiring provinces and cities to urgently deploy and ensure progress.
Guiding document during the period when the Government has not issued a Decree amending and supplementing a number of articles of Decree No. 120/2020/ND-CP on the establishment, reorganization and dissolution of public service units.
Based on the recommendations of some localities, the Government Steering Committee provides specific guidance on the establishment and organization of the operation of public service units guaranteed by the state budget under the People's Committee at the commune level to provide basic, essential, multi-sectoral, multi-field public service services in the area.
Regarding the authority to establish, based on the provisions of Clause 5, Article 22 of the Law on Organization of Local Government 2025, the Steering Committee of the Government proposes that the People's Committees at the provincial level direct the People's Committees at the commune level to decide to establish under their authority a public service unit providing basic, essential, multi-sectoral, multi-disciplinary public service (including: culture, sports, tourism, information, communication, environment, agricultural promotion, urban development, etc.) guaranteed by the state budget.
In case the People's Committee at the commune level has established a public service unit guaranteed by the state budget, providing basic and essential public service services, it is recommended to reorganize and supplement the task of agricultural promotion according to the requirements of Notice No. 371-TB/VPTW dated October 4, 2025.
The document also clearly stated: The Provincial People's Committee is responsible for directing the nomination, regulations on functions, tasks, powers, and organizational structure of public service units at the commune level, ensuring compliance with the characteristics and management requirements in the area, while complying with the specialized instructions of ministries and central agencies.
Regarding the organization of the apparatus, the establishment of departments under public service units must ensure that the work or field performed by the department has 2 or more areas of work and has a separate management process according to the requirements of the management subject; The workload of the department requires the arrangement of 7 or more civil servants.
The number of deputy heads of public service units proposed to be arranged shall not exceed 2 people; the number of deputy heads of departments under public service units proposed to be arranged 1 person.
