On the occasion of the 50th anniversary of the liberation of the South and the reunification of the country (304,2025), the President signed the Decision No. 266 on the special amnesty in 2025. The Hanoi Police Department determined that this was an important political task, demonstrating the policy of drilling of the Party, the State and the humanitarian tradition of the nation, and at the same time implementing with strict, transparent and legal requirements.
Hanoi City Police have developed a plan, organized training and widely disseminated information on mass media; publicly disseminated to officers, soldiers and prisoners at Detention Camps about the subjects and conditions for amnesty, to encourage prisoners to actively reform.
In 2025, the special pardon decision has some new points: prisoners with prison terms must serve at least 1/3 of the time, or 1/4 of the time if there are priority details. For prisoners with life sentences reduced to prison terms, the minimum period is 14 years or 12 years depending on the case.
In addition to prisoners who have been proposed for amnesty, many others also use that as motivation to continue to strive for reform. Lieutenant Colonel Tran Ngoc Hanh, Head of the Prisoner Management Department, Detention Center No. 1, Hanoi City Police, said that Detention Center No. 1 has organized learning, vocational training, and community reintegration consultation for prisoners to support their journey to rebuild their lives after returning.
It is expected that on May 1, 2025, a special amnesty will be held. Hanoi City Police have directed grassroots units to closely coordinate with local Party committees and authorities in receiving, managing, educating, and supporting amnesty recipients to reintegrate into the community of people who have been mistaken.
