On June 21, Lao Cai Provincial Police said that Duong Quy Commune Police had just discovered a case of illegal drug use through hair follicle testing, although previously the rapid test results showed negative results.

Accordingly, on the afternoon of June 16, Duong Quy Commune Police coordinated with Task Force 373 of the Provincial Police to inspect and quickly test drugs for Lam Van Tim (born 1995, residing in Ban Pau village, Duong Quy commune), who is under management after detoxification. However, through grasping the situation, functional forces found that the subject had many suspicious signs, so they proceeded to investigate and clarify.

At the police station, Lam Van Tim admitted to using heroin about 5 days before the inspection time.

Proceeding to collect hair samples for testing, the results determined that the subject tested positive for drugs. On June 19, the Investigation Police Agency of Lao Cai Provincial Police issued a decision to prosecute the defendant Lam Van Tim according to regulations.

Expanding the investigation, Duong Quy Commune Police discovered that some local citizens working at Duc Anh Construction Joint Stock Company (Phung Nguyen commune, Phu Tho province) showed signs of illegal drug use.

Functional forces coordinated with Phung Nguyen Commune Police to organize inspections and rapid tests of related cases. The results determined that 3 people including L.V. N (born 1997), H.V. H (born 1989) and L.V. T (born 1991), all residing in Duong Quy commune, tested positive for heroin.
