On March 5, information from Can Tho City Police said that Phu Loi Ward Police had invited 2 subjects to work to investigate and clarify the act of illegally using drugs in the area.
Accordingly, on March 4, during a patrol in alley 607, Vo Van Kiet street, Phu Loi ward, the task force discovered a suspect with suspicious signs, so they proceeded to inspect.
Through inspection, functional forces discovered that the subject was carrying 4 pieces of straws, inside containing a white object suspected of being drugs. The identity of the subject was identified as Nguyen Thi Cam Tu (born 1989), residing at No. 43/6 Nguyen Thi Minh Khai street, Phu Loi ward, Can Tho city.
At the police station, Tu confessed to buying drugs for use and was on his way when he was discovered and arrested. The rapid test results showed that the subject was positive for drugs.
Notably, Tu is a subject who has 2 previous convictions related to acts of buying, selling, storing and illegally using drugs; currently undergoing treatment but still continuing to reuse drugs.
On the same day, Phu Loi Ward Police also invited Tran Thanh Duong (born 1989), permanently residing in Phu Loc commune, Can Tho city, to work, currently building a temporary shack on an empty land in alley 607, Vo Van Kiet street, Phu Loi ward. Duong is a subject under management of illegal drug users in the area. Through rapid testing, Duong tested positive for drugs. Working with the Police agency, the subject confessed that he had used drugs before.
Previously, on March 3, Phu Loi Ward Police also coordinated with the Investigation Police Agency of Can Tho City Police to issue a Decision to prosecute the accused and execute an Order to temporarily detain Huynh Minh Phu Quy (born 1990, residing at No. 65/9/4, Nguyen Thi Minh Khai Street, Phu Loi Ward, Can Tho City) to investigate the act of illegally using drugs.
Through reviewing and inspecting subjects under management in the locality, functional forces discovered that subject Huynh Minh Phu Quy showed signs of suspected illegal use of drugs; the rapid test results determined that the subject was positive for drugs.
According to investigation documents, Quy is a subject under management after drug detoxification at his place of residence. Although he has been repeatedly propagated, educated, and reminded by the police force about the provisions of law related to the act of illegally using drugs. However, the subject still did not comply, continued to reuse drugs, violating the provisions of point b, clause 1, Article 256a of the 2015 Penal Code, amended and supplemented in 2025.
