Da Nang spends big to attract talent, expert salary up to 150 million VND/month

Da Nang issues new policies on developing high-quality human resources, many attractive regimes with high salaries.

On October 15, the People's Committee of Da Nang City issued a decision to implement Resolution No. 15/2025/NQ-HDND of the City People's Council on policies for developing high-quality human resources in the public sector.

Accordingly, Da Nang will implement a mechanism to attract highly qualified human resources in key areas such as information technology, high technology, logistics, high-quality tourism, international finance, digital transformation, along with science, arts, sports, etc.

The goal is to create an elite human resource to serve the city's development strategy towards innovation and modern governance.

The salary for experts, managers, and leading scientists is divided into three groups

Level 1: 150 million VND/month - applied to experts, senior managers, with special achievements, experience and abilities, directly responsible for key projects and works of the city.

Level 2: 100 million VND/month - for personnel with high professional qualifications, with recognized scientific works and topics or with outstanding contributions in the field of expertise.

Level 3: 50 million VND/month - applied to experts, scientists, business administrators, managers who meet professional requirements, have experience, and are capable of meeting the needs of agencies and units.

In addition, for cases of working under labor contracts and products, the remuneration will be agreed upon separately, based on the volume, nature, and job requirements, including travel expenses, accommodation, and other support policies. The person affected is also supported with a maximum of 50% of the cost of staying in Da Nang, not exceeding 20 million VND/month during the working period (maximum 1 year).

At the same time, experts and scientists who complete research works, initiatives, works or projects at the city level with practical value will receive a minimum of 30% of the profit or the commercialization value of research results, or a bonus of 5% of the total budget, up to VND500 million/project.

For works, projects, scientific research topics, technical initiatives, technology or cultural - artistic works, sports with practical value, the person performing the project is entitled to receive at least 30% of the profit from commercializing the research results, or a maximum bonus of VND 500 million/work.

In particular, talented people who achieve great results and prizes will receive an incentive of 100 million VND/tournament.

For high-quality human resources attracted through recruitment or admission to civil servants and public employees, the city applies a one-time support policy according to their educational level: University degree is 200 million VND, master's degree is 300 million VND, doctoral degree is 500 million VND, associate professor 600 million VND, professor 700 million VND.

These individuals also enjoy policies to encourage scientific research, promote creativity and technology development similar to those attracted under labor contracts, along with incentives stipulated in Decree No. 179/2024/ND-CP of the Government.

In addition to the attraction policy, the city also promotes high-quality short-term training at home and abroad for cadres, civil servants, public employees, and workers. The subjects sent to study must have appropriate expertise, complete their tasks well and not within the disciplinary period.

The training period is no more than 6 months. Agencies and units assigned to proactively seek reputable training partners, coordinate in organizing courses according to annual targets.

Students are guaranteed benefits regarding working time, salary, allowances and development costs according to regulations. The regulation emphasizes that the implementation of human resource development policies must ensure objectivity, publicity and transparency.

The policy beneficiary must be approved by the Chairman of the City People's Committee and will only receive the highest support level corresponding to the qualifications and conditions for attraction.
