The City People's Committee has just issued Official Letter No. 3877/UBND-NC on the implementation of Official Letter No. 100/CD-TTg dated June 29, 2025 of the Prime Minister.
Accordingly, implementing the Prime Minister's Official Dispatch No. 100/CD-TTg dated June 29, 2025 on the fire in Lac Dao commune, Hung Yen province (Minh Hai commune, Van Lam district, old Hung Yen province), the Hanoi People's Committee directed the City's departments, branches, and the People's Committees of communes and wards to closely follow the goals and resolutely implement the directions of the National Assembly, the Government, the Prime Minister, the City Party Committee, People's Council, and the City People's Committee on fire prevention and fighting and search and rescue; especially fully and in accordance with the provisions of the Law on Fire Prevention and Fighting and Search and Rescue, Decrees and Circulars guiding the implementation of the Law.
The City People's Committee requested the police force and local authorities to step up propaganda and guidance on fire prevention and fighting skills for people and high-risk facilities, while strengthening inspection and supervision of fire safety conditions, especially during the current hot weather.
Assign the City Police to monitor, urge and summarize the implementation results according to the regulations of the units.
Also on July 3, the City People's Committee issued Official Letter No. 3886/UBND-NC on the implementation of the Law on Fire Prevention and Rescue, Decree 105/2025/ND-CP of the Government according to the new model.
Accordingly, to ensure the implementation of all aspects of fire prevention and fighting and search and rescue work continues to be carried out synchronously, without interruption, no vacant areas, no work is left out, creating favorable conditions for people and businesses, and not causing complicated problems in the professional field of fire prevention and fighting and search and rescue.
The City People's Committee assigned departments, branches and sectors to urgently and fully and effectively carry out the assigned tasks in Directives, Projects, Decisions, Programs, Plans, Official Dispatches and directives of the City People's Committee on fire prevention and fighting and rescue; closely follow the assigned tasks in Plan No. 101/KH-UBND of the City People's Committee and carry out inspection, management of facilities, design appraisal, inspection of fire prevention and fighting acceptance work.
The Department of Construction is responsible for advising the City People's Committee to assign specialized agencies for construction; coordinate with relevant units to prepare necessary conditions to serve the work of fire prevention and fighting inspection and supervision.
Assign the Department of Industry and Trade and Hanoi Power Corporation to organize propaganda, guidance, and inspection of compliance with regulations on ensuring safe use of electricity in daily life and production.
The People's Committees of communes and wards are responsible for comprehensively managing fire prevention and fighting and search and rescue in the area, receiving and managing records of facilities according to the new decentralization, reviewing high-risk facilities to make a strict management list according to Decree No. 105/2025/ND-CP.
Assign the City Police to preside over advising the City Party Committee, People's Council and People's Committee on adjusting and supplementing directive documents to suit the new organizational model; at the same time, urge, guide, inspect the implementation at grassroots units and synthesize reports to the City People's Committee.
