Da Bac bridge is located on National Highway 10 connecting Quang Ninh province with Hai Phong city. The current status of the bridge has a cross-section width of 12 m, not synchronized with the roads at both ends of the bridge that have been and are being invested in construction. The renovation and upgrading of Da Bac bridge is necessary, in order to gradually complete and improve capacity, create a synchronous traffic system, connect inter-regions between Quang Ninh province and Hai Phong city, contributing to socio-economic development and trade between localities in the project area.
Regarding the scope of investment, the starting point is at Km5+884 National Highway 10, belonging to Yen Tu ward, Quang Ninh province; the ending point is at Km6+685 National Highway 10 belonging to Bach Dang and Luu Kiem wards, Hai Phong city. The total length of the bridge and approach road is 0.8 km, of which the length of the bridge (calculated to the abutment end) is 0.52 km, the length of the approach road is about 0.28 km (0.119 km on Quang Ninh side and 0.162 km on Hai Phong side). The expected capital source is the Quang Ninh provincial budget and the Hai Phong city budget. The project implementation time is 2026 - 2028.
At the conference to appraise the dossier of the Draft Resolution on the implementation of the Da Bac bridge renovation and upgrade project, Mr. Pham Van Khanh - Head of the Urban Committee of Hai Phong City People's Council - agreed that the City People's Committee submits to the City People's Council the policy of assigning Quang Ninh Provincial People's Committee as the managing agency to implement the Da Bac bridge renovation and upgrade project on National Highway 10. This is a project of great significance in completing the transport infrastructure system on National Highway 10, strengthening inter-regional connection between Hai Phong and Quang Ninh, contributing to promoting socio-economic development in the region. The assignment of Quang Ninh Provincial People's Committee to implement the project is in accordance with the actual situation and the provisions of law on state budget and public investment.
The Head of the Urban Committee of the City People's Council requested the City People's Committee to direct departments, branches, and localities to proactively advise the City People's Committee to closely coordinate with the Quang Ninh Provincial People's Committee to soon complete the dossier and submit it to the Prime Minister for consideration and decision to assign the managing agency to implement the project. At the same time, organize the full implementation of the next procedures and processes in accordance with the provisions of the Law on Public Investment and relevant legal regulations.
Units advise on building and unifying a specific and clear coordination mechanism, which fully defines the responsibilities of each locality in the project implementation process, especially in site clearance, construction organization, monitoring progress and handling arising problems, ensuring that no overlap or irresponsibility occurs. At the same time, strengthen monitoring, close coordination, proactively participate in giving opinions to the managing agency throughout the project implementation process, promptly report to the City People's Council on the implementation situation, difficulties, obstacles and propose solutions.
