Standing Vice Chairman of Hai Phong City People's Committee Le Anh Quan assigned the Department of Construction to preside over and coordinate with relevant agencies and units to urge investors with projects and works started in 2026 to ensure progress, quality, safety and evaluate investment efficiency in the project implementation process. Along with that, improve the responsibility of Party organizations, heads and the team of cadres and party members in organizing implementation, not allowing the situation of projects and works starting in the form of "butting the drum and letting go", delayed and ineffective implementation to occur.
Units strengthen discipline and order in construction investment management, focusing on cost management, progress and quality of works; linking inspection and supervision work with the responsibility of Party organizations and heads. At the same time, proactively prevent corruption, wastefulness, and negativity; promptly inspect and examine projects with signs of inadequacies and complexities, ensuring proper implementation, and preventing delays, losses, wastefulness, and personal gain.
The city requests to clearly define the responsibilities of each agency, unit, and individual in organizing project implementation; link the responsibility of the head with the results of task implementation assigned. Implementation results must be reflected in the specific progress of each project, the efficiency of resource use and the timely removal of difficulties and obstacles; resolutely prevent prolonged delays, losses, and waste.
On the other hand, classify public investment projects (including large, key projects) and private investment projects under management. On that basis, specifically assign agencies and units to monitor and supervise the organization of implementation. Agencies assigned tasks are responsible for periodically summarizing and reporting to key leaders quarterly; for projects that have problems and need immediate handling, monthly reports should be made.
For public investment projects, the city requests to strengthen inspection work, promptly remove difficulties and obstacles, and urge the acceleration of implementation progress. At the same time, calculate, balance, and allocate sufficient resources to meet progress requirements, ensure efficiency, and avoid waste. For projects using state budget capital, prioritize allocating sufficient capital according to needs in the medium-term and annual public investment plan for the 2026-2030 period according to regulations; proactively manage flexibly, in accordance with the implementation and disbursement capacity of each project. In case of difficulties and obstacles arising, units promptly report to competent authorities for consideration and handling.
