Regarding the planning of the Southern Coastal Economic Zone of Hai Phong, Mr. Le Tien Chau suggested urgently completing the dossier to submit to the City Party Committee Executive Committee, submit to the City People's Council, in parallel with collecting public opinions, striving to report to the Prime Minister for approval in 2025.
Regarding the plan to develop the Free Trade Zone, the Secretary of the City Party Committee assigned the Party Committee of the City People's Committee to develop a plan to develop the Free Trade Zone, and report to the Standing Committee of the City Party Committee in November 2025. In particular, paying attention to the implementation budget, along with promoting investment promotion, maximizing the superior mechanisms and policies of Resolution No. 226 of the National Assembly on a number of specific policies and mechanisms for the development of Hai Phong city.
The Hai Phong Economic Zone Management Board in coordination with the Northern Investment Promotion Center (Foreign Investment Agency - Ministry of Finance) held a conference to introduce potential and investment opportunities in Hai Phong to widely announce Resolution 226, Free Trade Zone and outstanding policy mechanisms of Hai Phong.
Regarding strategic infrastructure projects and dynamic projects, the Secretary of the City Party Committee suggested that the City People's Committee Party Committee direct the construction of progress guidelines for each project, focus on removing difficulties and obstacles, especially site clearance, and report to the Steering Committee for timely monitoring and urging.
Regarding the progress of industrial park implementation, with industrial parks having decided on investment policies, the Party Committee of the City People's Committee directed to urge inspection and handling according to the provisions of law for investors who are slow to implement as committed, and at the same time proposed to competent authorities to select other investors with the capacity to implement.
Secretary of the City Party Committee Le Tien Chau requested local leaders to focus on directing site clearance work, taking personal responsibility if there are delays; working with investors and industrial parks that are implementing the construction of progress roadmaps for each project, directing the removal of difficulties, especially the completion of site clearance related to projects in 2025.
For projects under study that have not yet had an investment policy decision, the Secretary of the City Party Committee assigned the City People's Committee Party Committee to work with investors and related units to review the implementation progress, carefully assess the investor's capacity and the development needs of the city's industrial parks.
According to the report, up to now, the Hai Phong Economic Zone Management Board has completed the Project to establish a Special Economic Zone and is taking steps according to regulations. Regarding the progress of the development of the Southern Hai Phong Coastal Economic Zone, there are 4 industrial parks in the economic zone established; Key seaport, logistics and energy projects, including the Nam Do Son Port Area and Logistics Center project, need to adjust and supplement the planning of the land and water areas of Hai Phong seaport; Hai Phong LNG Thermal Power Plant has started construction; Investment project to build seaports and logistics centers The Economic Zone Management Board is organizing the preparation and appraisal of the planning project.
The Free Trade Zone was established on October 13, 2025, and has drafted a plan to implement institutional and operational improvement, specify specific mechanisms and policies, prepare material conditions; promote investment and develop human resources.
The city currently has 25 industrial parks in operation with an area of over 6,900 hectares; 18 newly established industrial parks with an area of over 5,128 hectares, of which over 25% of the area has been cleared, over 59% have not been cleared.
