As a result, the systems have been deployed to train civil servants of agencies and units in the city. In particular, completing the connection of the Television Conference via the specialized data transmission network to 114 communes, wards and special zones to ensure stability and smoothness. The city stops the city's online public service portal, connecting to the National Public Service Portal (the only centralized public service portal). At the same time, complete the review and update of all online public services of the city on the national database of administrative procedures; update the entire list of administrative procedures, fee and charge information of the city on the National Database of Administrative Procedures; conduct testing and integration on the National Public Service Portal, ensuring the provision of 100% of the city's online public services on the National Public Service Portal in June 2025. 100% of commune-level units have implemented trial operations, the number of test files arising on the administrative procedure settlement system is about 2,000 records received and processed.
Units complete upgrading and updating the document processing process to comply with the 2-level government model, complete a trial run; prepare infrastructure for backup, and store data for district and county-level agencies to stop operations. In addition, complete the review and plan to expand the reporting information system of the City People's Committee currently operating at the City People's Committee Office, expand 3 more blocks of the City Party Committee, City People's Council, and Fatherland Front agencies.
The units also completed statistics, reviewed all levels of the Portal and made a backup of data; completed the Template of the Electronic Information Portal for the commune and ward levels, ensuring the content framework according to regulations and coordinated with relevant units to develop plans and implementation estimates for these units.
The city has completed the establishment of a 2-level model with hotline 1022 receiving feedback and recommendations from the people. For Public Administration Service Centers and Online Meeting Rooms, the city has issued documents guiding localities on: Online meeting room arrangement model, decoration maket at the unified and synchronous commune-level administrative service center of 114 communes, wards and special zones. Localities make the most of existing equipment in agencies, ensuring sufficient conditions for official operation from July 1.
Up to now, Hai Phong is ready to establish a system conversion from June 28, ensuring the system is ready to operate from July 1, meeting the requirements of the organizational arrangement of the political system.
