Regarding the case of the security guard at Thuy Trieu Primary School, Hoa Binh Ward being prosecuted for the crime of Organizing drug use, on November 11, speaking with Lao Dong, Mr. Pham Quang Tam - Principal of Thuy Trieu Primary School - said that the school has 3 security guards (monthly seasonal contract shifts), working in 3 shifts. Among them, Mr. Tran Van Cuong (born in 1983, residing in residential group 1, Hoa Binh ward) is one of the 3 security guards. During his time working at the school, Cuong did not allow any theft, and completed his assigned tasks.
At around 9:00 p.m. on September 20, the school received a notice from the City Police about Tran Van Cuong suspected of using banned substances, and was arrested by the City Police on the evening of September 20 to serve the investigation. Up to now, the school has not received any relevant documents about the above incident from the police.

The school principal also informed that the time of the incident was on a weekend evening, the whole school had no teachers or students, only security guards on duty in the room.
Immediately after the incident, on the morning of September 21, the school met with the security team to reassign the duties to the remaining 2 employees. At the same time, it announced the termination of the labor contract with Tran Van Cuong from the end of September 2025.
"Tran Van Cuong lives near the school, his family is normal, the school has not detected any unusual signs from this security guard. This case is likely to be lured to use drugs because this area is also one of the most complex drug hotspots in the city" - said the school's principal.
From the above incident, Thuy Trieu Primary School also learned from experience in managing staff, employees as well as security and safety of the school. The school continues to regularly disseminate to all staff, teachers, and employees to strictly comply with the law on drug prevention and control; absolutely do not store, use, transport, buy, sell, suspect or assist in drug-related acts in any form. At the same time, teachers were asked to propagate and reassure parents after the incident.

Previously, as reported by Lao Dong, on November 8, the City People's Procuracy's Electronic Information Portal informed about the incident. On the evening of September 20, 2025, Tran Van Cuong (born in 1983, security guard at a primary school in Hoa Binh ward, Hai Phong) invited Vu Van H (born in 1987) to use drugs in the school's security room. When the police force checked, they discovered at the scene many exhibits related to drug use, including: porcelain discs, rolling straws made of money, Cuong's citizen identification card with white powder, along with plastic bags containing powder and blue and red tablets suspected to be synthetic drugs.
The conclusion of the examination of the Criminal Techniques Department of the City Police determined that the powder seized was Ketamine, the blue and red tablets were MDMA (shake). The urine samples of Tran Van Cuong and Vu Van H were both positive for synthetic drugs.
The investigation determined that Tran Van Cuong was the one who took the initiative to contact to buy drugs, invited H to use them together and chose the security room of the primary school where he was working as the location for organizing drug use. After using them, both were discovered by the police and a record was made for confiscation.
The Investigation Police Agency of the City Police initiated a case and prosecuted Tran Van Cuong and Vu Van H for the crime of "Organizing illegal use of drugs" under Clause 1, Article 255 of the Penal Code. At the same time, it is recommended to apply temporary detention measures to serve the investigation.
