According to Hung Yen Hydrometeorological Station, at 4:00 a.m. on September 24, the center of storm Ragasa was at about 21.3 degrees North latitude, 114.3 degrees East longitude, in the northern sea of the East Sea. This is a very strong super typhoon, the wind near the center reaches level 17, gusting above level 17, moving west-northwest at a speed of 20km/h. It is forecasted that on the morning of September 25, the storm will enter the Gulf of Tonkin and directly affect the area from Quang Ninh to Ha Tinh, in which Hung Yen is in the area at risk of heavy rain, strong winds, and widespread flooding.
In this situation, the Provincial Party Committee Standing Committee requested all levels, sectors and localities to give the highest priority to protecting the safety of people's lives, especially the elderly, children, students and vulnerable groups; at the same time, minimize property damage. The whole province temporarily suspends non-urgent activities, arranges leaders to be on duty 24/7, and fully prepares rescue and relief plans in case of emergency situations.
One of the key tasks is to ensure the safety of dykes, dams, bridges, culverts, hospitals, schools, and agency headquarters. Localities must proactively reinforce houses, prune trees, and handle vulnerable locations. The work of counting and guiding ships to shelters has been vigorously implemented; strictly prohibiting them from going to sea after 12:00 on September 24. Aquaculture households must be evacuated urgently, if necessary, enforcement will be organized to ensure safety.
In agriculture, Hung Yen province requires harvesting rice, vegetables, and fruits that have reached the harvest season; bracing crops, covering crops, clearing canals, and mobilizing maximum pumps for irrigation. For livestock and aquaculture, barns and cages must be reinforced, and instructions for safe anchorage must be provided. Industrial parks and economic zones are also required to proactively plan prevention and safety for businesses and workers.
