On May 20, Lam Thuong Commune Police, Lao Cai province said that the Provincial Police Investigation Agency has issued a decision to prosecute the case and prosecute the defendant L.N. L (born in 1981, residing in Na Luong village, Lam Thuong commune) to investigate the crime of "Violating regulations on road traffic participation" under Article 260 of the Penal Code.
According to the police agency, previously, L.N. L had bought a homemade tractor to serve travel and transportation. Although functional forces repeatedly propagated and reminded about the danger level of homemade vehicles, and at the same time requested people to sign a commitment not to use this type of vehicle to participate in traffic, the defendant still intentionally violated.
Around April 9, 2026, on the inter-village road Tong Luong - Tong Mo in Lam Thuong commune, L.N. L drove a homemade vehicle and crashed into Mr. V.K. B (residing in Khe Phay village, Lam Thuong commune). As a result, Mr. B died on the way to the hospital.
After a process of verification and investigation, functional agencies determined that L.N. L's actions showed signs of violating regulations on road traffic safety, so they proceeded to prosecute according to legal regulations.
Through the above incident, the police force recommends that people seriously comply with the provisions of the Law on Road Traffic Order and Safety; absolutely do not use homemade vehicles or agricultural vehicles to participate in traffic to avoid unfortunate accidents from happening.
Functional agencies also affirmed that they will strictly handle cases of intentional violations to ensure safety for traffic participants.
