Prosecuting a group of subjects organizing drug use at a motel in Hung Yen

Hung Yen - On June 17, Hung Yen Provincial Police said that 3 defendants were prosecuted for the act of organizing the use and illegal trading of drugs.

Previously, on June 15, 2026, the Investigation Police Agency of Hung Yen Provincial Police issued a decision to prosecute a criminal case and prosecute defendants against 3 subjects for the act of organizing the use and illegal trading of narcotics as prescribed in Article 251 and Article 255 of the Penal Code.

According to investigation documents, at about 4:00 PM on June 9, 2026, the Drug Crime Investigation Police Department presided over and coordinated with Pham Ngu Lao Commune Police to inspect the VIP room P.201 of An Binh guesthouse in Do My village, Pham Ngu Lao commune, Hung Yen province.

Through inspection, functional forces discovered 4 subjects including Pham Viet Tu (born 1992, residing in Phu Ung village, Pham Ngu Lao commune, Hung Yen province), Pham Van Thanh (born 1994, residing in Sa Lung village, Pham Ngu Lao commune, Hung Yen province), Luu Thi Linh (born 1994, residing in Xuan Truc commune, Hung Yen province) and Pham Thi Thu (born 2001, residing in Duong An commune, Hai Phong city) who were organizing the illegal use of drugs.

At the scene, the task force seized 1 set of ice drug use tools, on a glass tube with black substance attached, which was identified as Methamphetamine.

At the same time, functional forces seized more at the place where the subjects organized drug use, a total of 4.449 grams of Methamphetamine, including crystal meth (ice meth) and tablet-type drugs (red pills).

During the investigation, Pham Viet Tu confessed to buying the above drugs from Nguyen Van Chung (born in 1986, residing in An Khai village, Pham Ngu Lao commune, Hung Yen province). After buying the drugs, Tu took them to the motel room to organize use with the group of subjects.

Continuing to expand the investigation of the case, the Police Agency summoned Nguyen Van Chung to work. Searching Chung's residence, functional forces seized an additional 11.790 grams of Methamphetamine.

Based on investigation documents, on June 15, 2026, the Investigation Police Agency of Hung Yen Provincial Police initiated a criminal case, prosecuted defendants Pham Viet Tu and Pham Van Thanh for the act of "Organizing the illegal use of narcotics" under Clause 2, Article 255 of the Penal Code; prosecuted defendants Nguyen Van Chung for the act of "Illegally trading narcotics" under Clause 2, Article 251 of the Penal Code.

For the remaining subjects, the Investigation Police Agency is continuing to consolidate the file for handling according to the provisions of law.

Currently, Hung Yen Provincial Police are continuing to investigate and expand the case, clarifying the actions of related subjects for strict handling according to the provisions of law.
