On the afternoon of April 25, Quang Ninh Provincial People's Committee held a meeting to listen to and give opinions on the draft plan for organizing and maintaining the operation of the inter-sectoral force that directly receives information, early warnings and handles incidents, natural disasters, and accidents in Ha Long Bay.
According to the draft, this force will be consolidated from the Standing Inter-sectoral Team for Rescue and Relief in Ha Long Bay (established under Decision No. 1292/QD-UBND dated April 26, 2017).
The composition includes the standing forces of: Provincial Military Command (head agency), Fire and Rescue Police Department (Provincial Police), Department of Health and Ha Long Bay - Yen Tu World Heritage Management Board.
The inter-sectoral force has the task of receiving information and issuing early warnings to people, tourists and waterway vehicles to proactively prevent and avoid; ready to handle arising situations.
The unit is under the direct command of the Provincial Civil Defense Command through the Provincial Military Command; and is professionally guided by relevant specialized agencies.
The force maintains 24/24h duty, receives information from people and tourists, promptly reports to commanders, ensures smooth information flow, and does not allow delays to affect operational work.
In case of exceeding capacity, the on-duty team must report to the Provincial Military Command to advise on mobilizing forces and vehicles to participate in rescue.
The scope of operation covers the entire Ha Long Bay World Natural Heritage area and buffer zone.
The standing point is located in the 587 overnight stop area, Ti Top island; medical forces are deployed to be on duty on the island.
24/7 duty time, starting from May 1, 2026; each shift lasts 24 hours, from 8 am the previous day to 8 am the next day.
Concluding the meeting, Mr. Nguyen Van Cong - Vice Chairman of Quang Ninh Provincial People's Committee - requested units to urgently review and complete the plan; agreed to change the name from "Inter-sectoral Team" to "Inter-sectoral Group", assigning the Provincial Military Command to be the group leader.
Clarify the functions, tasks, authority, and operating mechanism; clearly define the command and responsibility of each force to ensure close and effective coordination.
The Provincial People's Committee requested to develop a process for receiving and processing information, a rapid rescue coordination mechanism; establish a hotline operating 24/24h.
Units complete the plan and report to the Provincial People's Committee before April 30, 2026.
