On November 26, speaking with reporters, a representative of the Cao Bang Economic Zone Management Board said that the unit had just attended a meeting to discuss difficulties in the project of Dairy and High-Tech Milk Processing (Phuc Hoa commune).
"The investor is asking for a deadline for progress to carry out the next steps, some problems in site clearance costs are being resolved by competent authorities and businesses" - the representative said.
Previously, on November 25, Chairman of Cao Bang Provincial People's Committee Le Hai Hoa worked with TH Group on the project progress.
At the meeting, Chairman of the Board of Directors of TH Minh Hai Group said that the project is of great significance to the border area but is behind schedule.
TH Group requested Cao Bang province to support in removing legal obstacles, adjusting some investment policy contents, speeding up site clearance, in order to promptly import dairy cows, and put the factory into high-tech operation in 2026.

According to the reporter's research, the project was implemented in Phuc Hoa commune (formerly Lung Ten area, Dai Son commune and Lung Muoi area, Hoa Thuan town, Quang Hoa district), with a total implementation area of 66.7 hectares.
At the time of construction (10.2020), the Cao Bang Provincial Party Committee identified this as a key economic project of the province, included in the Cao Bang Province Smart Agriculture Project for the period 2020 - 2025, with a vision to 2030.
It is known that the project is expected to be implemented in 4 years (2020 - 2024), divided into 2 phases corresponding to 4 phases (each phase is implemented in 1 year).
With a herd of 10,000 cows, a processing factory with a capacity of 49,000 tons of milk/year, a total investment of more than 2,544 billion VND, the project is expected to create thousands of jobs for local people.
According to the investor's report, the current items of traffic infrastructure, water supply - drainage, wastewater treatment, lighting and barn system have been completed from 2575%, expected to be completed in October 2026. By September 30, 2025, the disbursed capital reached VND155.12 billion, equivalent to 6.01% of the total investment.
Concluding the meeting, Chairman of the Provincial People's Committee Le Hai Hoa affirmed that this is a key project, associated with the orientation of developing smart agriculture, which is also the main goal of local milk exports.

The province requests investors to return all site clearance costs according to the approved decision; at the same time, implement on schedule, ensure quality, and have a specific disbursement plan.
At the same time, the head of the People's Committee of Cao Bang province also affirmed that the locality is committed to accompanying businesses, including exempting land rent for farm and factory areas.
Cao Bang will also strongly direct site clearance, assign relevant departments and branches to review legal documents, promptly adjust investment policies and develop support policies according to Decree 57/2018, Resolution 20/2019 of the Provincial People's Council.
The leaders of Cao Bang province believe that the project will complete its goals, contributing positively to economic growth and budget revenue in the coming years.
