On August 18, at An Giang Provincial Police, the Department of Police for Management of Temporary Detention, Temporary Detention and Criminal Judgment Enforcement in the Community - Ministry of Public Security organized a Workshop to collect opinions from detention facilities on the Draft Project on Green Transformation and the Set of Criteria for assessing the level of meeting the requirements of green transformation at prisons, temporary detention centers, compulsory education institutions, and reform schools managed by the People's Police force.
The workshop was co-chaired by Colonel Nguyen Thi Que Thu, Deputy Director of the Department of Police for Management of Temporary Detention, Temporary Imprisonment and Criminal Judgment Enforcement in the Community - Ministry of Public Security and Colonel Tran Van Cung, Deputy Director of An Giang Provincial Police.
At the workshop, delegates focused on exchanging and contributing opinions on the core contents of the Draft Project and the Set of criteria, especially the criteria related to efficient use of energy, water and resources; strengthening the application of energy-saving technology and equipment; management, classification and treatment of waste; development of green spaces; ensuring environmental sanitation; and at the same time linking the requirements of green transformation with the actual and specific conditions of facilities, management scale and tasks of each type of facility.
A noteworthy point is that the opinions are based on the practical foundation from the facilities directly organizing management, detention and education, and reform. Difficulties in resources, infrastructure, investment funds, local conditions as well as the ability to implement green solutions in practice were frankly exchanged by delegates. This is an important source of information to help the agency in charge of building the Project continue to improve the criteria in a clear, feasible, roadmap-based direction and in accordance with the specific operational characteristics of the People's Police force.
Through the workshop, the green transformation in detention facilities is not simply seen as a change in facilities or investment in equipment, but towards a modern management method, economical and efficient use of resources, reducing environmental impact, and improving the quality of living, working, studying, educating, and reforming conditions for people serving sentences and people under management.
Collecting broad opinions from grassroots practice also reflects the spirit of building policies from practice, taking implementation efficiency as a measure, ensuring that when the Project is promulgated, it can go into life, avoid formality, and create specific and sustainable changes at each grassroots level.
Opinions will be summarized and studied to continue to complete the Draft Project and the Set of evaluation criteria, as a basis for unified deployment throughout the force. Thereby, gradually building detention facilities in a greener, cleaner, more economical and more humane direction, meeting the requirements of modernizing the management and enforcement of criminal judgments, and at the same time contributing to the implementation of the goal of sustainable development in the People's Police force.
