According to the report, on March 18, 2026, Ms. Nguyen Thi Tuyen (born in 1987, residing in Hiep Cuong commune, Hung Yen province) was driving a motorbike with license plate 89B1-611.80 to buy goods at a shop on the side of National Highway 39, in Luong Hoi village, Luong Bang commune, Hung Yen province. When entering to buy goods, Ms. Tuyen forgot to close the motorbike's trunk.
At this time, a young man wearing black clothes, wearing a black helmet, driving a black Wave RSX motorbike (unknown license plate), wearing a mask, came to ask to buy goods. Taking advantage of the loophole, the subject took Ms. Tuyen's white handbag in the motorbike's trunk and drove the motorbike away.
When she discovered the theft, Ms. Tuyen reported it to the Luong Bang Commune Police and said that inside the handbag there was an iPhone 12 mobile phone, some personal papers, money receipts from people coming to carry out land registration procedures and about 20 million VND in cash.
Immediately after receiving the information, Luong Bang Commune Police applied synchronous professional measures, mobilizing maximum forces of the Crime Prevention Police and Area Police to review, zone off, and track down the suspect. With the determination to clarify the case as soon as possible, by the evening of March 19, 2026, Luong Bang Commune Police identified the suspect who stole Ms. Nguyen Thi Tuyen's property as Tran Van Lam (born in 1980; permanent residence: hamlet 9, Hai Thinh commune, Ninh Binh province; current residence: house number 35K, alley 318/54, group 11, Long Bien ward, Hanoi city).

During the working process, based on the collected documents and evidence, the subject admitted all criminal acts. Luong Bang Commune Police recovered all assets and documents that the subject stole from Ms. Nguyen Thi Tuyen, including: 1 iPhone 12 mobile phone; 1 women's watch; 11,800,000 VND in cash and many other important documents.
At the police station, suspect Lam confessed that he took advantage of Ms. Tuyen's negligence while buying goods, not checking her assets to secretly approach and steal handbags containing money, phones and papers and then quickly left the scene. After that, the suspect took the iPhone 12 phone to sell at a used phone store in Hong Ha ward, Hanoi City; embezzled other papers, hid cash but had not had time to sell when he was discovered and arrested by Luong Bang Commune Police.
The investigation process determined that subject Lam had a previous conviction for property theft, operating with sophisticated and professional methods and tricks.
