According to Hai Duong Provincial Police, at 8:00 p.m. on December 19, 2024, the Working Group of Thanh Ha District Police (Hai Duong Province) coordinated with the Commune People's Committee and Thanh Quang Commune Police to discover an excavator digging soil in the Ngoc Diem sandbar area.
The authorities asked the driver to stop the vehicle and provide relevant documents. However, the excavator driver could not present the necessary documents and admitted that he was only working for Mr. Nguyen Doan Thang, in Phu Tinh village (Thanh Quang commune, Thanh Ha district, Hai Duong province).
Working with the authorities, Mr. Thang said that he was the manager and cultivator of the above land plot to grow some trees and crops.
However, due to the impact of storm No. 3, the crops on this land area died, so Mr. Thang rented an excavator to lower the surface of the cultivated land compared to the original terrain for the purpose of aquaculture.
The excavated land area is about 0.4 ha, about 1.5 m lower than the adjacent land. The working group has drawn up a record of the incident for further verification and clarification.
