According to the plan, Hai Duong will end the activities of the Party Executive Committee of the Provincial People's Committee, establish a Party Committee of the provincial government directly under the Provincial Party Committee, including: Party organizations in specialized agencies, public service units under the Provincial People's Committee and State-owned enterprises (dissolve the Party Executive Committee of the Provincial People's Committee to establish a Party Committee of the provincial government according to the policy and Decision of the Provincial Party Standing Committee).
Maintain 5 departments and branches, with rearrangement and streamlining of internal organization, including: Office of the National Assembly Delegation and Provincial People's Council, Department of Justice, Department of Culture, Sports and Tourism, Provincial Inspectorate, Provincial Industrial Park Management Board.
The arrangement of departments and branches is similar to the arrangement of ministries and branches at the central level (merging 10 departments, reducing 5 departments). The departments and branches are structured, arranged, and transferred tasks corresponding to the arrangement of ministries at the central level.
