On June 12, the Standing Committee of the People's Council of Quang Ngai province coordinated with the National Assembly's Delegate Affairs Committee to organize a training conference to foster knowledge and skills for delegates of the People's Council at two levels in 2026 to equip and update knowledge and improve operational capacity for the elected delegation in the new term.
Speaking at the opening of the conference, Mr. Nguyen Duc Tuy - Chairman of Quang Ngai Provincial People's Council - emphasized that 2026 is the first year of the 2026 - 2031 term, and also the first term to implement the two-level local government model.
In the context that many legal regulations related to the organization and operation of the People's Council continue to be amended and supplemented, the requirements for the quality and efficiency of the activities of the elected body and each People's Council delegate are increasingly high.
According to Mr. Nguyen Duc Tuy, besides the experienced re-elected delegation, there are still many delegates participating in the People's Council for the first time who need to be equipped and systematized with knowledge and operating skills, especially skills to participate in meetings, supervise, discuss, question, contact voters and decide on important issues of the locality.
Therefore, organizing training right from the beginning of the term is of practical significance, contributing to unifying awareness, improving capacity and operational skills for People's Council delegates at two levels, meeting the requirements of tasks in the new situation.
Mr. Nguyen Duc Tuy said that in the two-level local government model, People's Council delegates are not only representatives of the will, aspirations and right to mastery of the people, but also must understand the law, grasp the actual situation of the locality, have the ability to analyze, criticize, propose policies and effectively supervise the organization of the implementation of People's Council resolutions.
The quality of the People's Council's activities depends greatly on the capacity, bravery and sense of responsibility of each delegate.
At the conference, delegates were informed by experts and managers with a lot of experience in the activities of the National Assembly and People's Councils of 4 key topics including: Skills in verifying reports, submissions, projects, draft resolutions; skills in speaking, discussing, debating and questioning People's Council delegates; skills in deciding and supervising in the field of public investment, land; skills in implementing thematic supervision forms, supervising legal normative documents and reviewing reports.
Mr. Nguyen Duc Tuy requested delegates to promote the spirit of responsibility, seriously study and absorb the contents conveyed; actively exchange and discuss difficulties and obstacles arising from practice to clarify issues that are still inadequate and unconsistent in the process of task implementation.
