The Standing Committee of Quang Ngai Provincial Party Committee has just issued Plan No. 79 on piloting the System for evaluating and ranking cadres, civil servants, public employees and laborers at agencies, organizations, units, and localities in the political system in the province according to the work performance index (KPI).
The pilot implementation of KPI Software aims to concretize the policy of promoting the application of science, technology, innovation and digital transformation in the activities of agencies in the political system; innovate the method of monitoring and evaluating cadres, civil servants, public employees and laborers in the direction of publicity, transparency, quantification, taking the results of task performance and work efficiency as the main basis for evaluation and classification.

According to the plan, the deployment of the system also aims to strengthen administrative discipline and order; improve the responsibility of heads, cadres, civil servants, public employees and laborers in performing official duties; overcome the situation of formal, subjective, lenient, and lack of quantitative basis assessment.
At the same time, gradually form a centralized database to serve the operation, monitoring, evaluation, planning, training, arrangement, and use of cadres; serving administrative reform and digital transformation in Party and government agencies, the Fatherland Front and socio-political organizations in the province.
The plan clearly states that the pilot implementation must ensure synchronization between building professional processes, evaluation criteria with technical infrastructure, databases and training and guidance on software use. The KPI system must meet the requirements of regular and continuous monitoring and evaluation; ensure information security, data security and have the ability to integrate and interconnect with common information systems of the province.
The pilot implementation is carried out in all agencies, organizations, units, and localities in the political system in the province, with the subjects of application being all cadres, civil servants, public employees and laborers.
The time to prepare the necessary conditions and put the KPI Software into trial use is from June 1, 2026 to the end of December 31, 2026. It is expected that in December 2026, a preliminary review and evaluation of the results of the trial implementation will be organized; proposing official implementation throughout the province in the first quarter of 2027.
According to the roadmap, before June 10, 2026, agencies, organizations, units, and localities must complete the review and promulgation of the list of products and tasks; determine standard products and tasks or norms for each group of job positions; develop a set of criteria for evaluating and ranking the quality of cadres, civil servants, public employees and workers by industry, field, unit or locality.
The installation and configuration of the KPI Software system, setting up and authorizing user accounts, training, and user instructions will be completed before June 15, 2026. The trial use of KPI Software starts from June 15, 2026.
The plan also specifically assigns responsibilities to the Provincial Party Committee's Organization Committee, Provincial Party Committee Office, Department of Home Affairs, Department of Science and Technology and related agencies and units in guiding the development of a set of evaluation criteria, ensuring technical infrastructure, supporting system operation and monitoring the results of trial implementation.
At the same time, it is requested that VNPT Quang Ngai report to Vietnam Posts and Telecommunications Group to assign personnel and technical experts to support the deployment, configuration, and operation of KPI Software to ensure stability, safety, and meet professional requirements; support training, guidance on use and coordinate handling of incidents arising during the trial deployment process.
The unit is also requested to commit to accompanying Quang Ngai province throughout the testing period, providing free technical infrastructure, security, information security, technical support personnel and software copyright.
