Quang Ninh strengthens handling of youth traffic violations

In the first quarter of 2026, functional forces of Quang Ninh province handled nearly 1,300 cases of young people violating traffic laws, fining more than 1.4 billion VND.

Recently, the situation of teenagers gathering to drive motorbikes and motorcycles when they are not old enough, do not have a driver's license, do not wear helmets, speed, swerving, zigzagging, revving engines... still occurs in many localities in Quang Ninh, causing traffic safety disorder and potential risk of serious accidents, according to Quang Ninh Electronic Information Portal (TTĐT).

Faced with the above situation, functional forces and mass organizations are implementing many solutions to raise awareness of traffic law compliance and limit accidents related to teenagers.

According to the Traffic Police Department (CSGT) of the Provincial Police, in the first quarter of 2026, functional forces handled nearly 1,300 violations, fined more than 1.4 billion VND, and temporarily seized 765 vehicles related to people under 18 years old. At the same time, the whole province recorded 6 traffic accidents involving teenagers, killing 4 people and injuring 6 people.

The traffic police force has launched a peak period of inspection and handling of the situation of teenagers gathering to use vehicles speeding, swerving, zigzagging, and overtaking recklessly, causing traffic unsafety.

In parallel with patrol and control work, road traffic law propaganda activities are also regularly organized at schools; coordinate with grassroots police to review groups with signs of violations for management and early education.

Lieutenant Colonel Le Van Tuyen - Deputy Head of Road Traffic Police Team No. 2, Provincial Police Department of Traffic Police - said that in the coming time, the unit will continue to strengthen patrols and strictly handle violations; and at the same time review and compile a list of frequently violating cases to coordinate with families and schools to manage and educate. The signing of commitments between schools, parents and students will also be maintained to raise awareness of traffic law compliance.

Not only functional forces, mass organizations also innovate propaganda forms suitable for young people. According to Ms. Nguyen Hong Hanh - Deputy Head of the Youth Union and Children's Affairs Committee, Vietnam Fatherland Front Committee of Quang Ninh province - in the coming time, the role of union members and youth will be promoted in building communication products about traffic safety on digital platforms; encouraging the sharing of real stories, real situations and young people's perspectives on traffic culture.

Propaganda activities will be associated with real-world experiences such as organizing simulated court sessions about traffic accidents, building skits, situation clips, and guiding traffic handling skills. Thereby helping teenagers clearly recognize the consequences of violations and raise awareness of protecting themselves and the community.

Reality shows that the coordination between functional forces, schools and families has been given more attention, but the effectiveness is not even. Some places still lack a regular maintenance mechanism; monitoring and reminding students after propaganda is not continuous. Many parents are still subjective, handing over vehicles to people who are not old enough to drive.

According to assessments from practice, to reduce traffic violations among teenagers, it is necessary to strengthen the linkage of responsibility between families, schools and functional forces in a more regular and substantive direction.
