N (born in 2010, residing in Thanh Quang village, Tran Phu commune, Hai Phong) to Reformatory School No. 2 - Ministry of Public Security for a period of 18 months.
Previously, V.D. N often gathered, had acts of driving motorbikes at high speed, swerving, zigzagging, illegal racing and causing public disorder. On March 10, 2026, Tran Phu Commune People's Committee issued a decision to apply administrative handling measures "Education in communes and wards" to V.D. N to help the subject realize their wrongdoing to correct and train. However, V.D. N still intentionally re-offends. Typically, on May 29, 2026, V.D.
